N6230615PR194NV_DRAFT PWS_COLLECTOR-EIPB This Sources Sought Synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP). It should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract in connection with this announcement. This Sources Sought is in support of Market Research being conducted by the Naval Oceanographic Office (NAVOCEANO), Stennis Space Center, Mississippi to identify potential sources and determine if this procurement can be competitive or a Small Business Set-Aside. The Government will use this information to determine the best acquisition strategy for this procurement. The information in this notice is based upon the best and most current information available to date. This information is subject to change and is not binding on the Government. The proposed North American Industry Classification Systems (NAICS) Code is 541511 - Custom Computer Programming Services which has a corresponding Size Standard of $27.5M. The Government is interested in all businesses to include 8(a), small business and small disadvantaged business, Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice and identify their size status to the identified NAICS code. DESCRIPTION: The Naval Oceanographic Office is seeking sources to maintain, enhance and update its Commercial Joint Mapping Tool Kit (C/JMTK) COLLECTOR - Environment Intelligence Preparation of the Battlespace (C- EIPB) Geographic Information System (GIS) application and all supporting data layers as identified in the attached draft Performance Work Statement. C-EIPB is Geographic Information System (GIS) tool used for storage, retrieval, mapping, generating, and analysis of geographic data. C-EIPB contains highly-specialized tools, applications, and data layers supporting various critical mission requirements of NAVOCEANO and Navy commands. Individual tools within C-EIPB are distinct but share core functionality and data requiring seamless cross tool functionality. C-EIPB utilizes C/JMTK, a collection of software developer components and applications used by programmers to add geospatial functionality to military mission applications. C/JMTK is the standard mapping toolkit utilized by the Department of Defense Command and Control and Intelligence for mission application development programs. In general, tasking includes 1) enhancing C-EIPB to meet current and emergent NAVOCEANO and Navy operational requirements; 2) maintaining and improving current C-EIPB performance and functionality; 3) ingesting, retrieving, displaying, and compiling mission-critical geospatial environmental and battlespace data within C-EIPB; 4) updating C-EIPB metadata, models, data bases, and geospatial data layers; 5) providing on-demand installation and technical support, remote troubleshooting, and on-site and off-site technical training; and 6) generating training materials, presentations, and documentation. C-EIPB facilitates net-centric/server based technologies with focus on 1) post-deployment platform event reconstruction analysis tools for Center of Undersea Surveillance (CUS); 2) Anti-Submarine Warfare underwater acoustics, environmental analysis and synopsis, and acoustic system performance analysis tools for Naval Oceanography Operations Command (NOOC), Naval Oceanography ASW Center (NOAC), NAVOCEANO Reach Back Cells (RBCs), including forward-deployed NITES-Fielded systems; 3) data packaging in Mariner Object Format for propriety Voyage Management System navigation system; 4) data packaging for submarine-based ADOBE Oracle system; 5) mission planning for OPNAV Through the Sensor (TTS) collection systems; 6) display and utilization within C-EIPB tools for Oceanographic and Atmospheric Master Library (OAML) data bases including Ambient Noise (AN), Low Frequency Bottom Loss (LFBL), High Frequency Bottom Loss (HFBL), Bottom Backscattering Strength (BBS), and Volume Scattering Strength (VSS); 7) display and analysis tools for NAVOCEANO Glider Operations; 8) Surf Eagle web-based customer service applications and data; and 9) Office of Naval Intelligence acoustic analysis and system performance tools. INFORMATION REQUESTED: Please respond to the questions below and limit your response to a maximum of five (5) pages. The answers will be instrumental in providing the background needed to develop a solid requirement and form a successful acquisition strategy: A. Briefly describe your firm's recent experience in performing the type of work identified in the draft PWS and indicate if the work was accomplished as the prime or subcontractor. Specifically address your firm's experience with the following databases and tools: 1) The firm must have experience programming with Commercial Joint Mapping Toolkit (C/JMTK) for COLLECTOR-Environmental Intelligence Preparation of the Battlespace (C-EIPB). 2) The firm must have experience programming with the following software packages; Avenue, C/JMTK, Component Object Module, Microsoft Visual Basic for Applications (VBA), JAVA, SQL, ANSI C, C++, and C# in Microsoft Visual Studio with Team Foundation Sever in conjunction with ESRI's ArcGIS Version 10.x (ArcObjects, ArcSDE, ArcIMS) to create enhancements, maintain, upgrade and improve C-EIPB. 3) The firm must have knowledge and experience programming with VMWare, using virtual systems to support different operating systems and experience with its C-EIPB applications. 4) The firm must have knowledge and experience programming in Hierarchical Database Format (HDF) database structures and Network Common Data Format data structures (netCDF) applicable to C-EIPB databases and software. 5) The firm must have knowledge and programming experience in access, generation, and utilization of Oceanographic and Atmospheric Master Library (OAML) databases, geospatial algorithms, models, naval messages, and applications within C-EIPB. 6) The firm must be experienced in programming, updating, enhancing, and maintaining C-EIPB to support Navy and NAVOCEANO missions, including anti-submarine warfare, underwater acoustics, tactical decision aids, Through the Sensor (TTS) mission planning, Fleet post-deployment platform event and exercise reconstructions, ambient noise, data bases, and acoustic performance predications. 7) The firm must be knowledgeable and have programming experience using the mariner object format as it applies to Voyage Management System navigation system. 8) The firm must be knowledgeable and have programming experience with the submarine-based ADOBE ORACLE system. 9) The firm must be knowledgeable and have programming experience in NAVOCEANO Surf Eagle's customer service and web-based applications. 10) The firm must be knowledgeable and experienced in the installation, trouble-shooting, and technical support of C-EIPB. The contractor is required to give technical training for military, civilian, and scientific customer base. B. The DD Form 254 - Contract Security Classification Specification will identify the facility clearance required as Top Secret. Does your firm possess the necessary security requirements identified in the draft PWS? C. Contract performance must start 30 September 2015. State if your firm will have the personnel and resources necessary to start contract performance on 30 September 2015. D. Provide any anticipated teaming arrangements. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
