- The Naval Sea Systems Command (NAVSEA) issued a synopsis on 2 June 2015 publicizing the intent to issue a sole-source solicitation under the authority of FAR 6.302-1 for the detail design, procurement and material kitting necessary to effect a modification to T-AKEs 1 and 2 to upgrade T-AKE capabilities to include Level 1, Class 1 certification (full maintenance) for one MV-22 including the ability to house one MV-22 in the hangar. This request for information is a follow up to the previous synopsis to provide opportunity for industry comment in accordance with the recently revised PGI 206.302-1, which requires a request for information or a sources sought notice be issued or waived prior to using the authority at FAR 6.302-1. The objective of the requirement is to develop a technical data package that includes production and installation drawings and logistics documentation associated with the new design and materials. The level of detail of the technical data package developed shall support implementation of the MV-22 capability on T-AKE 1 and T-AKE 2 by a qualified shipyard experienced in performing maintenance, repair, and overhaul of naval vessels. Competitive contract actions are anticipated by the Military Sealift Command for availabilities that will include the T-AKE shipboard implementations of the MV-22 capability as part of a larger availability package. Industry is invited to provide comment on the proposed acquisition strategy and any relevant capability information demonstrating the ability to perform this requirement. Responses shall be submitted via email to the Contracting Officer at rachel.luther@navy.mil. The deadline to submit a response is 1700 on Thursday 30 July 2015. This request for information is for market research and planning purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the government to award a contract from responses to this announcement. Any information submitted by interested parties is strictly voluntary and no monetary compensation will be provided for response preparation.
