- Description
- NASA/JSC has a requirement for the development and manufacture of two NanoRacks Embedded Systems Integration (NESI+) systems consisting of circuit boards, power converters, and associated hardware and software. These NESI+ systems will be used on board the International Space Station (ISS) to monitor, control, record, and report on experiments. NASA/JSC intends to purchase the items from Texas Space Technology Applications and Research Institute (TSTAR). The NESI+ chip has been certified for use on board ISS and has been custom designed for ISS applications. NESI+ is the only system that meets NASA's requirements of being remotely programmable from either on-orbit or the ground, having six outputs and three inputs, and being available for completion in one month to meet flight schedules. The need for existing, certified, flight-proven technologies in the very short timeline provided precludes the use of any other components or technologies. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 23, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
