- This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by the Naval Sea Systems Command. The Naval Sea Systems Command intends to award a contract modification to Contract N00024-13-C-5116 for engineering efforts associated with the incorporation of revised and additional capabilities into the AEGIS Weapons System (AWS) Advanced Capability Build (ACB-16). The modification is required to integrate Naval Integrated Fire Control-Counter Air (NIFC-CA) AEGIS ACB- 16 software upgrades to the Desert Ship land based test site, located at the White Sands Missile Range (WSMR) for NIFC-CA. The Aegis WSMR variant shall leverage developed tactical ACB-16 Common Source Library (CSL) functionality with modifications to operate in conjunction with WSMR Desert Ship systems. NIFC-CA ACB-16 upgrades also include hardware, integration and test, and computer program maintenance. Pursuant to 10 U.S.C. 2304(c)(1), the Government intends to award this contract modification on a sole source basis to Lockheed Martin Mission Systems and Training (Lockheed Martin MST) in Moorestown, New Jersey. Lockheed Martin (MST) is the only source capable of providing the required systems engineering, development, integration, and testing efforts for the capabilities modifications and associated logistics and test support for ACB-16 and its integration into the Desert Ship at WSMR. Therefore, it is the only firm with the requisite expertise, experience, and knowledge capable of satisfying the Governments requirements within the requisite schedule. Lockheed Martin is the prime contractor for Aegis and all ACBs including systems at the WSMR Desert Ship and companies interested in subcontracting opportunities should contact Lockheed Martin MST directly. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all capability statements received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
