Description
Overview. This is a non-personal services contract for access control support services for the United States Army 7th Signal Command (Theater) (hereafter referred to as 7th SC (T)). The Contractor shall provide 24-hour access control services to ensure personnel are aware of and comply with proper entry and exit procedures two (2) Halls (Buildings), and Relocatable Buildings (RLB) solution Sensitive Compartmented Information Facilities (SCIFs) on Fort Gordon, GA (hereafter referred to as the Post). The Contractor shall verify personnel security clearance levels in accordance with (IAW) approved access control procedures prior to granting access into 7th SC (T)'s Sensitive Compartmented Information Facilities (SCIFs). The Contractor shall perform inspections of personnel for unauthorized or prohibited information and/or equipment entering or exiting the SCIF. The Contractor shall monitor security cameras of the SCIFs and report suspicious activity to the military police and the contracting officer's representative (COR) IAW the approved SCIF Standard Operating Procedures (SCIF SOP) immediately. Description of Services/Introduction. This Performance Work Statement (PWS) provides access control support services twenty four (24) hours per day, seven (7) days per week, three hundred and sixty-five/six (365/6) days per year (hereafter referred to as 24/7/365/6). The Contractor shall control personnel access and equipment for the 7th SC (T) SCIFs; monitor intrusion detection systems (IDS) and closed circuit television (CCTV) control and annunciation panels for alarm conditions; and immediately report suspicious activity or system issues to the military police and the COR/SSO/SSR. The Contractor shall use JWICS and NIPRNET, to include e-mail, to perform the services. The Contractor shall provide all personnel and supervision necessary to perform the services defined in this PWS except for those items specified as Government-furnished property (GFP) and services. Scope. The Contractor shall provide the following support services for the CPB SCIFs: a. Control access of personnel and equipment for the CPB's SCIF: (1) Conduct face-to-face identification (ID) checks, and (2) Conduct entry and exit inspections of equipment, furniture, supplies, book bags, hand bags, briefcases and related items to prevent the introduction of prohibited items, hazardous materials and other items not authorized for use in the SCIF IAW SCIF SOP and report inspection findings to the SSO/SSR. b. Monitor IDS and CCTV control and annunciation panels for alarm conditions: (1) Monitor security zones status and alarm conditions; (2) Conduct alarm checks; (3) Report SCIF and perimeter alarm conditions to the military police and the COR/SSO/SSR as outlined in the SCIF SOP. c. Document security related activities and report them to the military police and the COR/SSO/SSR as outlined in the SCIF SOP. Place of Performance and Hours of Operation. Place of Performance. The primary place of performance is Ft. Gordon, GA. 30905. The Government may add or remove SCIF locations. Access to classified information is limited to Government work locations. No classified information shall be discussed, processed, or stored in the Contractor's facility. Hours of Operation. Hours of operation for these functions are 24/7/365/6.
