Description
DESCRIPTION: This is a sources sought to determine the availability of potential sources having the skills and capabilities necessary to perform/provide the SPECIFIED REQUIREMENT. All interested vendors are invited to provide information to contribute to this market survey/sources sought synopsis only. Questions should be submitted by email to Bridget.Kornish@va.gov. Provide only the requested information below. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), Hub-zone, 8(a), small, small disadvantage, woman-owned small business, or large business) relative to NAICS 334517, Irradiation Apparatus Manufacturing. Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on the FBO website. Responses to this sources sought synopsis are not considered adequate responses to any future solicitation announcements. All interested offerors will have to respond to the solicitation announcement in addition to responding to this sources sought announcement. VHA PCO-East is seeking sources that can provide a computed tomography (CT) instrument designed to measure the bone density and quantify the three-dimensional micro architecture of the bone of human extremities. The following capabilities will be required: 1. Low x-ray dose from the CT instrument must allow regular follow-up measurements and powerful true -3D evaluation powerful true-3D evaluation software automatically matches cortical and trabecular bone regions to previous measurements for direct comparison of density and structure characteristics. 2. The CT instrument must provide the following density parameters: cortical density and trabecular density and the following structural parameters: trabecular thickness, trabecular separation, trabecular number, volume fraction, cortical thickness, cortical porosity, and arterial calcification. 3. The CT instrument must have a field of view of 140 mm with resolution 10% MTF of 5 lp/mm (patient protocol). The reproducibility of density measurement must be < 0.3% CV (Phantom) with a default voxel size of 61 ?m isotropic. 4. The image matrix must be 2304 x 2304 (for a default patient measurement) max. native image matrix 4608 x 4608 (Voxel size 31 ?m). It must have a detector with a size of 4608 x 400 [pixels], 221 mm x 19.5 mm 5. It must have an x-ray tube with a nominal voltage of 68 kVp DC ( ± 1%), a nominal current of 1.47 mA ( ± 1%) 6. The 2D- and 3D-histomorphometric evaluation must allow performance on either a rectangular/cubic volume or any irregular shaped region/volume of interest. 7. The x-ray source must be sealed, maintenance-free with a 60 µm spot size, and 68 kept/100. The detector must possess 4608 x 400 elements and CCD. 8. The CT instrument must complete the scan in 2 minutes with high resolution patient protocol (110 slices). Furthermore, to limit radiation exposure, the effective dose must be < 5 µSV per measurement. The instrument must have a phantom, which is optimized for testing the stability of the sensitivity measurement and the other for the stability of the architectural parameters. For scanning the two sections, a corresponding locked control file must be provided for each of them. The evaluation of the phantom measurements should be automated. Your response should include both the STATEMENT OF CAPABILITY and BUSINESS SIZE AND SOCIO-ECONOMIC STATUS information as explained below. This notice is to assist the Michael E. DeBakey VA Medical Center located in Houston, TX with determining sources only. A SOLICITATION IS NOT CURRENTLY AVAILABLE. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
