Description
U.S. Army Contracting Command - Rock Island is issuing this Sources Sought Notice to identify sources to produce a quantity of 405 Each, NSN: 1336-01-361-3665, empty HAWK Warhead Cases Part Number 13385473 in accordance with Technical Data Package (TDP) 13385473 dated 24-MAR-15. The end user is the McAlester Army Ammunition Plant (MCAAP), McAlester, Oklahoma. The applicable NAICS code is 332994. Vendor information is requested on an unrestricted / full-and-open basis. This Notice is for planning purposes only. It shall not be considered as a Request for Proposals (RFP) or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market research or otherwise pay for information solicited. The Government will utilize the information provided for information and/or planning purposes and to identify potential sources as part of its market research. Responders are solely responsible for all expenses associated with responding to this notice. Responses to the notice will not be returned. If an actual RFP is issued, the Government shall reserve the right to conduct an on-site visit to the vendor's facility prior to solicitation award. During that visit, the Government plans to conduct a capabilities audit to ensure the quality of the product and that the required delivery schedule can be met. If a contract award is made, the Government shall reserve the right to require First Article Testing (FAT) on six (6) units in order to ensure that the TDP requirements are met accordingly. The 6 First Article units shall be delivered to the Government within thirty (30) days after contract award. The Government review and approval, conditional approval or rejection of the First Article units would be carried out within 30 days from the date that the First Article units are delivered to the Government. In response to this Sources Sought notice, vendors shall submit per unit and extended pricing for 405 units, to include FAT of 6 units, as noted in the above paragraph. Vendors shall also submit per unit and extended pricing for 405 units without FAT. If a contract award that includes FAT is made and the First Article units are approved by the Government, the Government desires the soonest possible delivery of the balance of the units, in batches of twenty (20) to forty (40) units. However, interested vendors are requested to submit their best possible delivery terms, assuming Government approval of the First Article units. If a contract award is made and FAT does not apply, the Government desires the soonest possible delivery of the balance of the units, in batches of 20 to 40 units. Interested vendors are requested to submit their best possible delivery terms, assuming no FAT. Interested sources shall submit the following information by the below response date: 1. A positive statement of your firm's intention to quote 2. Your firm's DUNS, Cage Code, Tax ID, and Point of Contact information 3. Your firm's number of employees (for small business size verification) 4. Your firm's manufacturing plant name and location (for U.S. based status verification) 5. Any applicable Terms and Conditions 6. Production Capability and Delivery Lead Times 7. Unit price and extended price estimates (for budgetary purposes only) 8. Minimum Procurement Quantity required for economical production 9. An estimate on how long it will take your firm to provide the Government a formal proposal when and if a formal RFP is posted to the Army Single Face to Industry (ASFI) and Federal Business Opportunities (FBO) websites. All of the above requested information must be submitted in detail for a decision to be made on the availability of interest from vendors. Failure to submit all information requested may result in a contractor not being considered as an interested vendor. All information submitted is protected as confidential. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer. Paper copies will not be made available. All prospective contractors must be registered in the System for Award Management in order to be eligible for award.
