- The Library of Congress intends to issue a request for proposal (RFP) on or about August 10, 2015 to existing Basic Ordering Agreement holders who previously qualified for this procurement process by responding to RFP LCFDL11R7900-FEDLINK Preservation Services, for the provision of preservation digitization services adhering to federal agency digitization guidelines on behalf of FEDLINK customer, Bureau of Economic Analysis (DCEA). Written responses should refer to LCFDL15RFP003-DCEA. No telephone calls will be accepted. Scope. Materials to be digitized include archival documents, agency publications, and other government publications (loose sheets, bound volumes, and microfilm). The number of pages to be digitized is estimated to be a maximum of approximately 707,000 pages. Work shall be accomplished by personnel with experience in digitizing library and archival materials. The work will be conducted at the contractor's facility. Terms and Conditions. All scanning and related work shall comply with the requirements stated in the FEDLINK Preservation Services BOA, Section C4. Digitization Requirements. Digitization specifications are governed by the most current version of the information capture specifications, quality guidelines, content categories, and digitization objectives recommended by the Still Image Group of the Federal Agencies Digitization Guidelines Initiative ("FADGI"). The most current (2010) Technical Guidelines are available here: http://www.digitizationguidelines.gov/guidelines/FADGI_Still_Image-Tech_Guidelines_2010-08-24.pdf. Handling Guidelines. The contractor shall follow handling guidelines for digitizing library materials such as those found here: http://www.loc.gov/preservation/care/scan.html, unless otherwise directed on work instructions. Test Image Submission. As part of their proposals, offerors may be required to submit test images of a standard target. FEDLINK plans to schedule a pre-proposal conference for interested vendors to view a representative sampling of materials. Details will be announced at this location when the solicitation is posted. FEDLINK is a nationwide interagency consortium sponsored by the Library of Congress. The contract will be awarded in accordance with the Library of Congress Fiscal Operations Improvement Act, P.L. 106-481, Section 103 (2 U.S.C. § 182c.).
