Description
Sole-Source Justification PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with California Advanced Labeling, Inc., 46750 Fremont Blvd, STE 106, Fremont, CA 94538. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334118, Computer Terminal and other Computer Peripheral Equipment Manufacturing; the size standard is 1000 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to California Advanced Labeling, Inc., 46750 Fremont Blvd, STE 106, Fremont, CA 94538 for a Tubewriter 360 Printing System. The FBI receives a large number of samples for DNA Analysis. Manual processing of large numbers of samples is repetitive and time-consuming. To speed up the process of forensic DNA analysis and reduce turnaround time, the FBI is working to automate as much of the process as possible. Purchasing a robotic system to label the hundreds of tubes that are generated during analysis would speed up the process and free up biologists to perform other tasks. He ideal robotic labeling system could be used to label the entire size range of tubes typically used in casework, could label either the top or sides of tubes, and could print barcodes compatible with a LIMS system. The Tubewriter 360 Printing System from California Advanced Labeling Incorporated is the only system that meets all of the FBI requirements listed below: • Can be used to label any tube or vial, regardless of size, top or side; • Can be used to label plastic, glass, metal or ceramic surfaces; • Can be used to label glass microscope slides; • Can be used to print human readable text labels and print barcode labels such as: Data Matrix, Linear, 2D, Code 28, and Code 39; • Employs an ink-delivery system that produces labels that are waterproof, alcohol-resistant, formalin-resistant, temperature and solvent-resistant; • Can receive data input from Microsoft Excel or LIMS; • Can print Warning symbols; • Can print 2-5 lines of text, depending on tube size; • Connects to computer via USB/PC compatible. The Tubewriter 360 printing System from California Advanced Labeling Incorporated is the only system that will meet all of the FBI requirements. The FBI is planning to use the system primarily for all the tubes that are generated during DNA analysis, but the system can also be used for tubes that used for storing reagent aliquots. In addition, the FBI currently owns a Tubewriter 360 Printing System that is used at Quantico, VA. The new system will be installed at the new FBI Facility located in Huntsville, AL. In order to maintain compatibility across the FBI, an identical system is required. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, July 20, 2015, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
