Description
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of Market Research being conducted by the United States Air Force to identify potential sources for engineering services and to determine if this effort can be competitive or a Small Business Set-Aside. This is not a Request for Proposal (or solicitation) or an indication that a contractual commitment will exist for this requirement. The Government does not intend to award a contract on the basis of this market research. No funds are available to fund the information solicited. The Air Force will host an OASIS industry day on 30 July 2015 at the Tinker Business Park, Midwest City, Oklahoma allowing prospective vendors to discuss and post any additional questions. Location: Tinker Business and Industrial Park 2601 Liberty Parkway, Conference Room A (In the middle building, NW corner of building is conference room A) Date: July 30 Time: 8:30am-Noon Potential respondents are asked to monitor this announcement for any updates to dates/times/places for this industry day event. Please note that the material/discussions presented at this industry day event will be UNCLASSIFIED. The 424 th Supply Chain Management Squadron, Tinker AFB OK, pursuant to FAR PART 10, in support of Market Research to identify potential sources for engineering services of the NSN(s) listed below. The Government will use this information to determine the best future acquisition strategy for this procurement, inclusive of the need to do an Industry Day and/or Pre-Solicitation Conference. •1. 5826-01-368-1538, High Frequency Receiver/Transmitter •2. 5985-01-368-8340, Antenna Coupler •3. 5841-01-319-1380, Radar Altimeter The requirements for this effort are: •1. Development of a procurable technical data package for the above items, •2. Successful fabrication of prototype and production representative assets for the above item, including all the required special tooling, test, and support equipment, •3. Successful testing of the above items at the Line Replaceable Unit (LRU) level, •4. Successful Form, Fit, Function (F3) testing of the above items in the B-2 lab, ground, and flight environment. This development effort will follow the guidance set forth by the Defense Acquisition Guidebook, Chapter 4 (Systems Engineering) with regard to the sequence and definitions of design reviews and other development activities. The required minimum capabilities/requirements for this effort include: •1. Quality system requirements: •a. AS9100 Certification (or equivalent); •b. All special processes performed by organizations maintaining current NADCAP approvals for relevant special processes; •c. Demonstrated quality/production system that tracks all assets and components, including perishable materials; •2. Ability to access or obtain the required LRU Original Equipment Manufacturer (OEM) technical data and specification •3. Ability to access or obtain the required B-2 aircraft technical data and specification •4. Ability of personnel to acquire the necessary level of B-2 security clearance and classification •5. Ability to qualify electronic components/subassemblies/assemblies to meet hardness critical criteria needed for combat air vehicles •6. Possess and demonstrate the technical capability to redesign and develop the above items •7. Laboratory facilities that can test/validate the required LRU specification •8. Facilities that meet the security classification requirement of the LRU/B-2 aircraft •9. Maintains a corporate cost accounting system that meets the requirements of DCMA and/or DCAA. •10. Offeror must not be owned (directly or indirectly) by a foreign company(ies) or individual(s) for the duration of any potential Government contract. The proposed North American Industry Classification Systems (NAICS) Code is 541330, which has a corresponding Size Standard of $38.5M for Military & Aerospace Equipment & Military Weapons. The Government is interested in all businesses to include, Large Business, Small Business, Small Disadvantaged Businesses 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming arrangements should delineate between the work that will be accomplished by the prime, and the work accomplished by the teaming partners. Any information submitted by respondents to this sources sought synopsis is strictly voluntary. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. This Sources Sought Notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not individually be notified of the results of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small businesses, or any particular small business designation (e.g. SDVOSB, HUBZone, 8(a), SDB, WOSB, VOSB, etc.). All interested sources shall submit a response that includes detailed product information (military and/or commercial) demonstrating their capabilities to perform the requested engineering services to the primary point of contact listed below. Respondents are encouraged to provide as much detail as possible. The Air Force reserves the right to visit the facilities of prospective respondents to further evaluate capabilities. This workload shall be considered CLASSIFIED, however consideration may be made for those companies that have secured facilities that meet the requirements for SECRET programs (DoD5200.01 and DoD 5220.22). The Air Force intends to use the OASIS contract vehicle for this requirement. Capabilities package: All interested sources shall submit a capabilities package that explicitly demonstrates company capabilities. The information in this notice is current as of the publication date but is subject to change and is not binding to the Government. Oral submissions of information are not acceptable.
