- Description
- The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole source, Cost-Plus-Fixed-Fee, Delivery Order under Basic Ordering Agreement (BOA) N00019-12-G-0008 with Insitu Inc., 118 E. Columbia River Way, Bingen WA, to design an Electro-Optical/Infrared (EO/IR) Turret Upgrade for the RQ-21A Unmanned Air System (UAS). The Delivery Order shall also include two Modification Kits for RQ-21A Air Vehicles and one Ground Control Station plus two extra Turrets for MIL-STD-810G and Electromagnetic Environmental Effects (E3) testing. The modified Air Vehicles shall be used for ground and flight testing, along with developing the data package to support an Engineering Change Proposal (ECP). Additionally, this Delivery Order has an option to support a Field User Evaluation (FUE) of the Turret. The Government does not own adequate data rights needed to perform this effort. Insitu is the only source that can integrate, operate, and maintain the RQ-21A system. The assigned Federal Supply Code is 1550 due to the preponderance of the work on BOA N00019-12-G-0008 being hardware. The period of performance is anticipated to be 42 months with an estimated award in first quarter FY16. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. The authority permitting other than full and open competition is Title 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
