Description
Notice of Contract Action The United States Air Force, 779th Medical Group (79th MDW), Air Force District of Washington (AFDW), Contracting Division, intends to award a sole source Firm-Fixed Price (FFP) contract to AMO Sales and Service for continued preventative maintenance, on-call corrective maintenance, and as-needed parts and service for the IntraLase FS Laser, VISX Excimer Laser, and VISX WaveScan Wafefront Laser systems. All equipment systems are utilized by the Department of Ophthalmology Services of Malcolm Grow Medical Clinic and Surgery Center located at 1050 West Perimeter Road, Joint Base Andrews, MD 20762 for LASIK surgery and other ophthalmologic procedures. Only one vendor, AMO Sales and Service, can provide maintenance on this equipment that meets the requirement of the Government. AMO is the only vendor that manufactures parts for this equipment; as such, AMO is the only vendor that can provide original equipment manufacturer (OEM) parts for the repair and maintenance of the laser equipment systems. Furthermore, AMO does not certify third parties to maintain their equipment and as such is the only company that can provide the maintenance services required by the Government. Due to the fact that AMO maintains proprietary rights over the laser equipment systems, award to any other maintenance service provider will void terms of warranty and result in disruption of healthcare services. As such, the Government intends to award a sole sole contract to AMO in accordance with FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency before the intended award date. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice, and any information provided will not be used as part of any subsequent solicitation requirement. All responses shall reference solicitation number F1D4525139A001 and be sent via electronic mail to the contract specialist, Richard Wahidi, at richard.s.wahidi.mil@mail.mil. Telephonic inquiries will not be honored.
