- Signed JOFOC for LES Medical Coverage Services for US Embassy N'Djamena JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION (OVERSEAS CONTRACTING ACTIVITIES) 1. I recommend that Embassy N'Djamena, Chad use other than full and open competition for the acquisition of Medical Coverage Services for the Locally Engaged Staff (LES). The proposed contractor is Euro Assistance located in N'Djamena, Chad. The estimated cost is CFA 825 610 820, approximately $1,390,174.65 2. This LES Medical Coverage contract is a bridge contract starting after the current fully competed contract expires. The term of this contract is for a period of six months from August 16, 2015 through February 15, 2016 with three two-month option periods. 3. The American Embassy in N'Djamena requires Medical Coverage for the LES employees in N'Djamena, Chad. The US Embassy N'Djamena has determined that the prevailing practice by employers in N'Djamena is to provide for their employees health insurance protection. It has been determined that such health insurance protection is representative of local prevailing compensation practice. 4. The contractor is the sole responsible vendor based on previous acceptable work. Post is taking all necessary steps to have a new fully competed contract signed by the end of this short term contract. Post could not compete this short term procurement due to the fact that the benefit levels are being re-evaluated for compliance with local practice and intends on awarding an other than full and open competition authorized under 41 U.S.C.253(c)(1). 5. There is only one known responsible source for this current period. The current holder of the LES Medical Coverage Contract that expires August 15, 2015, is the sole vendor that can effectively continue the LES health insurance services while the new requirement is completed. They are proven to be technically qualified to continue this service. 6. This contract will serve only for the period until the award of the new contract. 7. Based on current market conditions and inflation, the anticipated cost for the U.S. Government is fair and reasonable. The price (premium rates) has been strictly negotiated in such a way that it remains the same. The premium rates in the short term contract are the same as the current contract rates. These rates have been in effect for five (3) years and six (6) months. It is not been affected by inflation. 8. A description of the market survey conducted and the results or a statement of the reasons a market survey was not conducted. Please see above 9. Any other facts supporting the use of other than full and open competition. None 10. A listing of sources, if any that expressed, in writing, an interest in the acquisition. None 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. Post is currently in the process of competing a new contract.
