Description
Notice of Intent. This is not a request for competitive quotes. The Bureau of Reclamation, Great Plains Region intends to award a contract for the security/surveillance patrols of Canyon Ferry Reservoir, Canyon Ferry Dam, Government Camp, Offices, and Recreation Complex, in Lewis & Clark County, Montana to the Lewis & Clark County Sheriff¿s Department. The proposed contract for services that Reclamation believes that there is only once responsible source and no other source will satisfy the agency's requirement. A Justification for Other Than Full and Open Competition is being prepared in support of this contract. A determination by Reclamation not to compete this proposed contract action is solely within the discretion of the Government. The anticipated award date is August 11, 2015. The North American Industrial Classification System (NAICS) Code is 561612, Security Guard and Patrol Services; with a small business size standard of $20.5 million. Reclamation is procuring this requirement pursuant to Parts 12 and 13 of the Federal Acquisition Regulation. Reclamation intends to award this contract during Fiscal Year 2015. Reclamation believes that the Lewis & Clark Sheriff¿s Office is the only source that can successfully provide the security/surveillance patrols due to its full arrest authority and jurisdiction. However, Reclamation will consider vendors that recognize they can fully provide the requirement can identify themselves in written notification to the Contracting Officer. Written notification of capability statements or proposals must be received by the Contracting Officer by 4:30 pm, local time, on July 29, 2015. Any information received from said vendors will be solely for the purpose of determining whether or not to conduct a competitive procurement.
