- Market Research: Historical Architect and Conservator Services for the Exterior Restoration of a Historic Federal Building located in the National Capital Region, Washington, DC THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is NOT a request for proposals or qualifications. This notice does not represent a commitment by the government to issue a solicitation or award a contract. This is a request for information/market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a request for qualifications. The Government is not obligated to and WILL NOT pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. This market research is being conducted under NAICS 541310 Architectural Services; small business size standard for this NAICS code is $7.5M in average annual receipts over the past three (3) years. This Sources Sought encourages maximum participation of interested Small Business concerns. The General Services Administration (GSA) is anticipating procuring a Historical Architect and Conservator for a project concerning a brick masonry office building constructed in the 19 th century. The methods and materials to construct the project have not been utilized in over 100 years. Lime putty mortar (existing mortar at building) was used in construction applications until 1900. The original construction methods and materials utilized at the building must be exactly replicated during the restoration project and therefore, subject matter experts (SMEs) in this type of construction, must be retained for the project. The Historical Architect and Conservator may be required to perform the following services: submittal and RFI review, conducting quality assurance inspections, and providing consulting and design services for unforeseen conditions. In addition to providing review and design services, the Conservator and Historic Architect must be capable of training masons, providing tools for construction, and providing Subject Matter Expertise with the different types of construction on the project. If you are an interested firm, please provide a Written Letter of Interest, company brochure or literature (if available), and a response to the following questions. (All information submitted is subject to verification. Additional information may be requested to substantiate responses.) 1. Is your firm a Small or Large Business? Is your firm capable of providing the Historical Architect and Conservation services described above, including training of the general contractor staff in 19 th century construction methods, for the exterior restoration of a 19 th century brick masonry office building? If yes, please provide two past projects (description including historic exterior restoration elements and training provided to the GC, dollar value of at least $350,000, & completion date) and references for each project. The Written Letter of Interest must also contain the following elements, at a minimum: 1. Name and address of company (inclusive of phone and fax numbers); 2. Name and email address of Individual within the company who will be the contact person, if the Government requires additional information; 3. Tax Identification Number, Dunn & Bradstreet No.; 4. North American Industry Classification System (NAICS) code(s) under which company operates; The Government will review each response and will use the information it receives in response to this source sought notice as a basis for determining whether there exists reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality, and delivery. A determination not to compete a proposed procurement based upon responses to this notice is solely within the discretion of the Government. All information furnished to the Government in response to this notice will be used for review purposes only. Please note: All firms and prime contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract.
