Description
Attachment 2 - Oceaneering Drawing Attachment 1 - NAVSEA Drawing The Supervisor of Shipbuilding (SUPSHIP), Groton, CT, is seeking a contractor to pick up 688 Class Submarine Race Track parts that require blast and painting. The contractor is to blast and paint the designated parts of the Race Track, as specified in Attachments 1 & 2. The Race Track has been disassembled for pickup at: Naval Submarine Base Argonaut Drive Shop R1 Groton, CT 06349 The Race Track parts must be delivered to the New London CT Naval Submarine Base by 9/7/15. Questions regarding technical or contractual issues must be addressed to the Contract Specialist via e-mail ONLY. Lack of registration in the System for Award Management database (www.sam.gov) will make a vendor ineligible for award. This synopsis will remain posted until 12:00 PM Eastern Time on 7/30/15. DESCRIPTION: The requirement is for a firm-fixed-price (FFP) order; Contract Line Item No. (CLIN) 0001 is for the blast and paint of 688 Class Submarine Race Track parts (see Attachments 1 & 2), with period of performance of 8/7/15 to 9/7/15. The Government will make an award from this combined synopsis/solicitation to the responsible offeror whose conforming quote will be most advantageous to the Government in terms of price and other factors considered. The following factors shall be used to evaluate quotes: (i) Technical capability of the item quoted to meet the Government requirement (ii) Price Technical capability will be evaluated on a pass/fail basis. A quote that is considered technically unacceptable shall be ineligible for award. The lowest priced quote that is determined to be technically acceptable shall be selected for award. A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt unless a written notice of withdrawal is received before award. ACCESS: To be allowed onto a government facility, personnel must be U.S. citizens and in possession of appropriate personal identification. Proof of U.S. citizenship may be necessary and can be required for access to the drydock environs. Allowable documentation of U.S. citizenship is an official government issued Certificate of Birth or Naturalization (w/ raised seal & not a photocopy) or a US passport (can be expired). Vehicular access requires a non-expired personal Driver's License and appropriate vehicle identification or registration. The transport vehicle must have the company's name / logo prominently displayed. Normal commercial delivery access to NLON: (see NOTE) is from 5:30 am to 1:30 pm Monday thru Friday (excludes Federal Holidays). Contractor is required to send company/driver info to Sandy Jarrett at Cassandra.Jarrett@supshipgr.navy.mil and must not have any criminal convictions. DELIVERY: The race track parts shall be delivered in first-class condition on or prior to the end of the POP. It is incumbent and the responsibility of the Contractor to either confirm or coordinate the date and time of delivery prior to shipment via the Contracting Officer's Representative (COR) and/or Point-of-Contact (POC) as designated on the Contract. Documentation [B/L] shall accompany each delivery. PAYMENT: SUPSHIP Groton utilizes the Wide Area Workflow (WAWF) system as method of payment.
