- Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to award a Cost Plus Fixed Fee (CPFF) modification to contract N00019-15-C-0034 on a sole source basis with Northrop Grumman Systems Corporation (NGSC), San Diego, CA. The effort is to provide MQ-8 Air Vehicle Operators (AVOs) and Mission Payload Operators (MPOs). The Navy has a requirement to conduct instructional services to produce NATOPS qualified MQ-8C Air Vehicle Operators and Mission Payload Operators. Each instructor shall be designated a Crew Resource Management Facilitator per CNAFINST 1542.7 series. The AVO/MPO classroom and simulator training will be conducted in Rancho Bernardo, California. This action is being awarded on a sole source basis to Northrop Grumman Systems Corporation (NGSC) in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." NGSC is the sole designer, developer and manufacturer of the Vertical Take-off and Landing Tactical Unmanned Aerial Vehicle (VTUAV) MQ-8 Fire Scout system. Accordingly, NGSC is the only firm with the unique knowledge, experience, technical expertise and understanding of the Fire Scout design, operation and maintenance requirements to provide training support. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
