Description
Justification The National Institutes of Health intends to negotiate on a sole source basis with Life Technologies Corporation. The Office of Research Services needs to purchase medical and surgical instruments/equipment. Our main goal is to study the roles of the selected genes in promoting alcoholic and non-alcoholic liver disease following exposure to alcohol, high fat diet, acetaminophen, endotoxin, etc. and to further study the underlying mechanisms. To achieve this goal, we compare the differential responses in various organs. The QuantStudio 5 Real-Time PCR System and its associated software, enables the user to analyze many genes at one measurement and saves resources that would normally be spent on the materials needed, allowing for less expensive and more efficient testing, while achieving our research goals. The Applied Biosystems® QuantStudio® 5 Real-Time PCR System is designed for users who need superior performance, maximum dye versatility, and security options in a real-time PCR system that is affordable and easy to use. The optimized Design and Analysis software is ideal for both first-time and experienced users. When connected to the Thermo Fisher Cloud, the QuantStudio® 5 system provides access to your data wherever and whenever you want. Using proven OptiFlex® technology (featuring 5 decoupled channels and white LED), the QuantStudio® 5 384-well system enables improved data accuracy and sensitivity for a broad range of genomic applications. The QuantStudio® 5 system also offers the built-in software features of electronic record security and prevention of unauthorized instrument access to assist with 21 CFR Part 11 compliance. Features of the QuantStudio® 5 system with 384-well block include: • Proven OptiFlex® technology (5 decoupled channels with white LED) for trusted results • User account management, locked workflow, and Pause features for greater control of experiment data • Built-in software features to support compliance with 21 CFR Part 11 guidelines • Secure cloud-based software provides increased accessibility and storage options • Simplified instrument software with interactive touchscreen for greater ease of use Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). But, if you believe you can provide the items or services, please forward capability statements, referencing notice number NIH-OLAO-OD3-NOI3839636, to anne.mineweaser@nih.gov by July 27, 2015. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
