Description
INTENT TO SOLE SOURCE JUSTIFICATION & APPROVAL This is a notice of intent to sole source a commercial item (FAR Authority: 6302-1 Only one responsible source and no other supplies or services will satisfy agency requirements), The North American Industry Classification System (NAICS) Code for this acquisition is 334516 and the small business size standard is 500 employees or less. The USDA, Agriculture Research Service (ARS), Pacific West Area (PWA) research laboratory located at Parlier, CA intends to sole source a Hiden QGA Quantitative Gas Analyzer for gas concentration and/or gas residue analysis required for fumigation research work conducted at the USDA-ARS San Joaquin Valley Agriculture Science Center to Hiden Analytical, Inc. (a Small Business). Product Specifications: Item: QGA 1.0 The Hiden QGA Quantitative Gas Analyzer, type 305110. The QGA System, is PC controlled and includes: Quadrupole Mass Spectrometer - HAL 201 RC, with dual Faraday/Electron Multiplier Detector - Atomic mass range: 200 AMU - Detection limit: 0.1PPM subject to spectral interference - Maximum measurement speed: 500 measurements/second - APSI-MS Soft ionization operation mode QGA Professional Edition 2014 PC Software. QGA Pro 2014 provides a simplified user interface for quantitative gas analysis for up to 32 species. MASsoft v7 Professional Edition PC Software. MASsoft Pro is a comprehensive mass spectrometer control and data acquisition program providing the ultimate in mass spectrometer operation. Vaccum System UHV 60 l/Sec turbomolecular dry pump set, providing an ultrahigh vacuum environment for mass spectrometer operation with: - 60 l/s turbomolecular pump - Turbo controller - Autovent valve with delay timer - Splinter shield - Vacuum protection module - Penning controller and gauge for vacuum integrity confirmation and interlock protection of the mass spectrometer in case of over pressure - UHV vacuum manifold - External 6m3/hr scroll pump for high performance foreline and bypass pumping The QIC Capillary Sampling Inlet The capillary gas sampling inlet is for continuous sampling at pressures within the range 100mbar to 2bar. The capillary inlet operates at temperatures up to 200 degree Celsius providing fast reproducible response to gas and vapour species. The inlet is user serviceable with replaceable capillary liners, and replaceable platinum orifice molecular leak. Typical inlet flow rate/gas consumption is 20 atm cc/min, low flow rate versions to 1 atm cc/min are available. - Bypass manifold with platinum orifice molecular leak - Heated quartz lined capillary sampling line length 2M. - Inlet system heater power supply with control for temperature regulation in the range ambient to 200 degree Celsius. - Bypass pumping line with sample bypass control valve - Direct source inlet to admit sample direct to the ionization chamber providing high sensitivity closed ion source operation. Includes system installation and training USA & CANADA, type 901404. The sole source justification rationale states that the Hiden Analytical Quantitative Gas Analyzer (QGA) is a compact bench top unit configured for continuous analysis. It provides real-time analysis of any gas using a quadrapole mass spectrometer with a dynamic range from ppb to 100%. It selectively monitors any compound below 200 amu. Unique to Hiden QGA is its soft ionization feature which allows users to selectively ionize different gases. This powerful technique reduces spectral fragmentation and simplifies the analysis of complex multi-component gas/vapor mixtures. The QGA does not require any compressed gases for operation which makes it a very economical instrument in the laboratory. Combined with this feature, its compact lightweight design allows for it to easily be used out in the field for research work that takes place at an industry plant site. Other system available in the marketplace do not have the portability plus analytical capability or sensitivity as this unit from Hiden. New equipment only will be acquired, no refurbished or remanufactured equipment will satisfy agency requirement for this instrument and must include installation, training and manufacturer's warranty for parts and labor. All interested parties are encouraged to provide information on their capabilities to meet this requirement. In order to be considered a potential source, interested parties must submit clear and convincing documentation demonstrating the capabilities to satisfy the requirement specified above and advantages of the Government to consider another source. The documentation must include prices and descriptive literature containing sufficient technical documentation to establish a bona fide capability to meet this requirement. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this synopsis, the contracting officer may determine that a solicitation will be issued. If a solicitation is issued, no additional syopsis will be published. Any such solicitation will be ssued to the intended GSA schedule vendor and all firms that respond to this synopsis. If no affirmative wrtten response is received by 1630 PST, July 24, 2015, an award will be pursued with the company mentioned above. All businesses wishing to conduct business with the US. Federal Government are required to obtain a DUNS number and register in SAM (System for Award Management). The SAM is a Web-enabled government wide application that collects, validates, stores and disseminates business information about the federal government's trading partners in support of the contract award, grants and the electronic payment processes.
