- NOTICE: The U.S Department of Energy (DOE) National Energy Technology Laboratory (NETL) is issuing the following Request for Quote (RFQ) set-aside for small business for Vacuum Induction Melting (VIM) and Casting Furnace per the attached Minimum Specifications document. This requirement is a total small business set-aside. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. Interested vendors are strongly encouraged to submit their quotation on the attached RFQ Standard Form (SF) 18, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net. The vendor?s quotation may also be accepted via email and fax. Vendors may email their quote to the Contract Specialist assigned to this requirement, Mr. Robert Mohn, at Robert.Mohn@netl.doe.gov or send by fax to 412-386-5770, Attn: Robert Mohn, by the due date and time indicated in Block 10 of the RFQ SF-18. Questions regarding this solicitation shall be submitted in writing to Robert.Mohn@netl.doe.gov by 5:00 PM ET on Wednesday, July 22, 2015. Mr. Mohn can also be reached by telephone at 412-386-4963. If submitting a quote via FedConnect, please do not also submit via email. EVALUATION: An award shall be made to the lowest priced, technically acceptable quote. An award shall be made to the responsible vendor submitting a technically acceptable quote and offering the lowest evaluated price. To be considered for evaluation, vendors must quote on all items/services listed in the solicitation. All quote submissions shall include a detailed description of how the proposed equipment/instruments meets the Minimum Specifications described in this solicitation. Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation as it compares to the attached Minimum Specifications. The response shall include model numbers and performance specifications of all components. Vendors shall submit descriptive literature detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted in respon se to this RFQ. Therefore, it is essential that vendors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Compliance shall be determined by the vendors provision of literature showing performance capabilities or through written narrative discussing the points not covered by the published literature. The vendor shall provide two (2) sets of its standard type outline drawings of the furnace, power supply, capacitor bank, schematic type wiring, pneumatic and water flow diagrams, and operation and maintenance manuals in PDF format. All drawings and manuals will be in the English language. Further for the control system the vendor shall provide: block diagrams, I.O. logic diagrams, electrical schematics, wiring tables, software control logic programs, and software computer interface programs. The vendor shall provide information on if the equipment being offered is Nationally Recognized Testing Laboratory (NRTL) listed. If the offered equipment is not NRTL listed, the vendor shall provide information pertaining to the electrical standards to which the instrument was designed. The following minimum information must be included: - What standards were followed in construction of this device (e.g., ISO); - What processes were employed in equipment manufacture to ensure the device was built to the standard(s) in item 1; - A sample of their certification documentation indicating the device is safe for intended use. The certification document indicating the unit is safe for intended use must be included in the supplied documentation when the equipment is shipped to NETL?s site location.
