Description
THIS SOLICITATION/REQUEST FOR QUOTATION IS A SMALL BUSINESS SET-ASIDE. QUOTES MUST BE FROM A SMALL BUSINESS TO BE CONSIDERED FOR AWARD. NOTICE: The U.S. Department of Energy (DOE), National Energy Technology Laboratory (NETL) is issuing the following Request for Quote (RFQ), set-aside for small business, for two (2) vacuum furnaces in accordance with the attached Minimum Specifications. This requirement is a total small business set-aside. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. Interested vendors are strongly encouraged to submit their quotation on the attached RFQ Standard Form (SF) 18, and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net. The vendor?s quotation may also be accepted via email and fax. Vendors may email their quote to the Contract Specialist assigned to this requirement, Mr. Robert Mohn, at Robert.Mohn@netl.doe.gov or send by fax to 412-386-5770, Attn: Robert Mohn, by the due date and time indicated in Block 10 of the RFQ SF-18. Mr. Mohn can also be reached by telephone at 412-386-4963. If submitting a quote via FedConnect, please do not also submit via email. EVALUATION: An award shall be made to the lowest priced, technically acceptable quote. An award shall be made to the responsible vendor submitting a technically acceptable quote and offering the lowest evaluated price. To be considered for award, vendors must quote on all items/services listed in the solicitation. Vendors shall submit descriptive literature detailing features, technical capabilities and warranty data (as necessary for an acceptability determination). Technical acceptability shall be determined solely on the content and merit of the information submitted in response to this solicitation as it compares to the attached Minimum Specifications. Technical acceptability will be determined solely on the content and merit of the information submitted in response to this RFQ. The technical acceptability determination will be based on the quoted item(s) meeting the minimum specifications included within this RFQ. Therefore, it is essential that vendors provide sufficie nt technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Compliance shall be determined by the vendors provision of literature showing performance capabilities or through written narrative discussing the points not covered by the published literature.
