- Sources Sought - Armed Forces Health Longitudinal Technology Application (AHLTA) REF: W9133L-15-R-0074 NAICS: 621999 All Other Miscellaneous Ambulatory Health Care Services Set-Aside: Competitive - 8(a) Certified THIS SOURCES SOUGHT NOTICE IS BEING ISSUED FOR PLANNING AND MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION. RESPONSES TO THIS NOTICE ARE NOT CONSIDERED AS OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT. THE GOVERNMENT IS NOT AND WILL NOT BE RESPONSIBLE FOR ANY COSTS INCURRED BY INTERESTED PARTIES RESPONDING TO THIS SOURCES SOUGHT NOTICE. The National Guard Bureau (NGB) Operational Contracting Division is conducting market research (sources sought) to determine the availability of qualified sources to provide ANG Knowledge-based Medical Services support. The purpose of this market research is to refine requirements and identify potential market forces available in the knowledge-based medical service industry who have the capability to provide high quality personnel in a cost effective manner to achieve the Air National Guard (ANG) Surgeon General office's time-to-task and work product requirements needed for mission accomplishment. The Air National Guard Directorate is task to provide support within specific areas of expertise, and occasionally uses contractors to assist with these efforts. Armed Forces Health Longitudinal Technology Application (AHLTA) is one of the world's largest clinical information systems, providing secure, 24/7 access to ANG beneficiaries' medical records worldwide. AHLTA is a key enabler of military medical readiness, and the centerpiece of the Military Health System (MHS)' electronic health record (EHR). Currently deployed on a global scale, AHLTA in ANG supports Force Health Protection (FHP) and Flight Medicine readiness for ANG service members while serving abroad, with limited health services provided to ANG family members based on ANG member status in military medical facilities quote mark back home. quote mark AHLTA data is stored in central locations to ensure health care providers have ready access to medical information when and where needed, to support the military's highly-mobile patient population. The primary scope of the proposed contract is to accomplish training that will establish Composite Health Care System (CHCS), Health Artifact and Imaging Management Solution (HAIMS) and the Armed Forces Virtual Hosting Environment (AVHE) (AHLTA/CHCS/HAIMS (the electronic health record) as a key enabler of military medical readiness, and the centerpiece of the MHS' electronic health record (EHR). Primary Position Functions: Contract and Project Management; Senior Technical Director/System Administrator; Senior Logistics Manager/Administrator; Electronic Health Record Training Specialists. Place of Performance: Performance will take place on Government installations, or at other approved locations, as designated by the National Guard Bureau Office of the Command Surgeon (NGB/SG) Contracting Officer Representative. Duty locations may include any Air National Guard installations. The current list of potential duty locations is attached, primary locations listed here may also be associated with one or more geographically separated units which are not listed here but considered attachments of these primary locations and therefore a work location as required to meet contractual guidelines The Government requests interested parties to voluntarily submit a response in the form of a capability statement which includes company's business size, 8(a) SBA certified status, and a description of same/similar services performed for the Government and for commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partner. Capability Packages should clearly address the following: 1. A technical understanding of objective of this requirement to implement a standardized, centrally managed, cost-effective program designed to meet or exceed the Government's objective. 2. Address Key personnel, Past performance, and Corporate experience, PERFORMANCE WORK STATEMENT (PWS): Excerpt: Contractor shall be solely responsible for managing the work performed in the execution of the proposed contract. This includes the responsibility to - assign appropriate resources to each aspect of the work at each location, maintain clear organizational lines of authority, ensure effective contract work management and administration establish and use proven policies, processes, analyses, and best practices. The Contractor will establish and conduct ANG HER training and any other ANG designated training as outlined by training protocols and functional requirements established by the customer in coordination with the COR and contract program manager. Training material and instructional objectives are based on specific needs, functional requirements and the business model of the Air National Guard Contractor will provide each ANG student a printed and electronic copy of the ANG training manual as part of the enterprise training strategy. The manual will be designed and printed at Contractor expense in the format and with content provided by the ANG. Team continuity and employee retention; the government recognizes the benefits in maintaining the continuity of contractor team members. These benefits include but are not limited to retention of corporate knowledge, minimizing contractor familiarization, ANG training task certification requirements, schedule adherence and preserving organizational interfaces developed over time.
