Description: •- Contract N00033-13-D-8021 provides non-personal services to MSC N7 Directorate of Engineering to include specialized T-AOE specific engineering service to assist MSC's project design team in the evaluation of design documentation, testing, construction, installations, and testing phases of the contract to replace the Machinery Controls System (MCS) and integrate it into the USNS SUPPLY. •- MSC intends to issue a modification under N00033-13-D-8021 with ECS to increase the maximum quantity of the Contract under the authority of FAR 6.302-1(a)(2)(iii) - only one responsible source and no other supplies or services will satisfy agency requirements on or about 22 July 2015. Using other companies would result in substantial duplication of costs that are not expected to be recovered through competition. In addition, the delays associated with bringing in a new contractor are unacceptable. •17. The decision to conduct this procurement using full-and-open competition was made resulting from Market Research. There is no reasonable expectation that two or more small businesses will be capable of performing this requirement in the SOW in its entirety. This notice of intent is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal or quotation not to exceed ten pages, which shall be considered by the agency. Information received will be considered solely for the purpose of determining whether to conduct a competitive requirement to obtain a best value for the Government.
