Document Type: Presolicitation Notice Solicitation Number: N02CO52655-78 Posted Date: 7/17/2015 Response Date: 8/03/2015 7:00 AM EDT Classification Code: Q301 NAICS Code: 541990 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E140, Rockville, MD 20850, UNITED STATES Description National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Occupational and Environmental Epidemiology Branch (OEEB) plans to procure on a sole source high-performance metabolomics analysis of populations exposed to diesel exhaust, indoor air pollution from coal exposure, and chemical carcinogens in Asia, from the Emory University, 1599 Clifton Road NE, 4th floor, Atlanta, GA 30322-4250. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 541990 and the business size standard is $15 million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is twelve (12) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. Project Objectives: The purpose of the procurement is to perform high-performance metabolomics analysis to plasma samples collected from workers exposed to diesel exhaust and their comparable controls, subjects exposed to emissions due to domestic use of coal, and subjects in prospective cohorts that developed NHL and their comparable controls. Contractor Requirements: The Contractor shall: 1) The contractor shall perform the following tasks for 538 plasma samples collected from workers enrolled from a diesel exhaust biomarker study and a case-control study in Xuanwei, including quality control samples. 2) Receive and catalog 538 plasma samples. The receipt of biologic samples should be logged in a MS Excel file including the information of ID and date of receipt. 3) Conduct a high-performance metabolomic analysis using the liquid chromatography-fourier transform mass spectrometry (LC-FTMS) and adaptive processing of high-resolution LCMS data (apLCMS) method. Government Responsibilities NCI will ship 200 ul of plasma from 538 samples to the contractor within one month following the date of award. Samples will be packed in dry ice, coded and will not have any personal identifiers attached. Reporting Requirement and Deliverables The contractor shall call the NCI COR biweekly to report the number of samples processed. The contractor shall deliver to the NCI project officer, no later than Aug 10, 2016, the expression array datasets and results. Inspection and acceptance criteria NCI will have 15 days in which to review and accept these data. If no comments or request for revisions are provided within 15 days the deliverables shall be considered acceptable. Payment The payment shall be issued after the deliverables are made. A submission of an invoice per the Invoice and Payment Provisions is required. Miscellaneous FAR Clause 52.224-2 Privacy Act is incorporated by reference. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 7 AM EDT, on August 3, 2015. All responses and questions must be via email to Francisco Mendoza, Contracting Specialist at francisco.mendoza@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must be registered and have valid certification through SAM.GOV and have Representations and Certifications filled out.
