Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to award a three (3) year fixed-price Indefinite Delivery/Indefinite Quantity type contract for the procurement of a maximum quantity of 66 Uninterruptable Power Supplies (UPS) with remote controllers thermal interlock plugs, Part Number (P/N) ET10001-1445A1, on a sole-source basis with the Original Equipment Manufacturer (OEM) Energy Technologies, Inc. (ETI) of Mansfield, OH (Cage Code 0XBF7). The ETI UPS, Part Number ET10001-1445A1 will be used in support of Fire Scout Unmanned Aerial Vehicle (UAV) Ground Control Segments (GCS). The GCS provides the principal Human Computer Interface for commanding, monitoring and controlling virtually all aspects of Fire Scout flight operations. The ETI UPS and remote controller, P/N ET10001-1445A1 is a required part of the GCS system design and is the only UPS that meets the required form, fit and function to operate in the Fire Scout UAV GCS systems. This specific equipment and manufacturer have met all the necessary testing and certification requirements required for the Fire Scout UAV GCS system, and are specifically required by the Fire Scout UAV GCS Master Parts List and Drawing Package. The design specification for the required UPS includes a two stage thermal sensor, an internal time delay function of 60 seconds, and complies with several Military Standards (MIL-STDs). In addition, the specific size and weight requirements were specifically designed to fit within the confines of the Fire Scout GCS. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. The Government intends to procure the above items under the authority of 41U.S.C. 1901, Simplified acquisition procedures (Test Program for Certain Commercial Items), as implemented in FAR 13.501. The Government does not anticipate procuring data rights and competitive drawing package for this effort as the Original Equipment Manufacturer (OEM) is unwilling to sell their data rights. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. Responses must be received within fifteen (15) days of publication of this notice.
