Description
This is a special notice to announce a Draft Request for Proposal (DRFP) for a commercial decontaminant that will provide thorough decontamination capabilities for the Joint Services. The decontaminant will be capable of meeting the requirements described in the Joint General Purpose Decontaminant for Hardened Military Equipment (JGPD-HME) Performance Specification (PSPEC) and DRFP. This is not a Request for Quotation (RFQ), Request for Proposal (RFP) or an Invitation for Bid (IFB). A DRFP is not a formal solicitation tool, rather it is used to gather comments and suggestions from potential offerors prior to the release of a final solicitation, if any. This notice is not a guarantee that a final solicitation will be issued, nor does it commit the Government to release a final solicitation at any time. Any responses to this notice are not considered as offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information presented or the use of any such information. The Product Manager for the Decontamination Family of Systems (DFoS) under the Joint Project Manager for Protection (JPM P) has a requirement for a JGPD-HME, which is a commercial decontaminant, that will provide thorough decontamination capabilities for tactical vehicles, shipboard surfaces, crew-served weapons and individual weapons exposed to chemical and biological (CB) agent contamination. The JGPD-HME will be applied directly to the contaminated surface and be capable of reducing/neutralizing CB contamination to thorough levels within thirty (30) minutes of application. The JGPD-HME will be compatible with hardened materials consistent with those found on a Detailed Equipment Decontamination (DED) line. The JGPD-HME will be safe, suitable and be operable in all operational environments (hostile and non-hostile) that have been exposed to CB contamination. The JGPD-HME will not present any uncontrollable hazards to personnel and equipment during storage, transport, or operations. The JGPD-HME will be applied by expedient field applicators with fielded decontamination applicators, such as mops and brushes and fielded decontamination applicators such as the M26 Joint Service Transportable Decontamination System Small-Scale (JSTDS-SS) and M12A1 Power Driven Decontamination Apparatus, or other existing multiple-use applicator systems, such as but not limited to firefighting systems and the P100 Portable Damage Control Pump. In the RFP, the Offeror shall describe the product's performance and ability to meet all the requirements in the JGPD-HME PSPEC. Specifically, the Offeror shall describe the product's effectiveness and performance in the following areas: -Chemical and Biological Agent Efficacy oChemical contact and vapor hazard testing on Nerve-G, Nerve-V and Blister-H oBiological testing on bacterial endospores, viruses and vegetative bacteria oTesting conducted on relevant materials (e.g. Chemical Agent Resistant Coating (CARC), Silicone Rubber, Non-Skid Coating, Polycarbonate, Stainless Steel, etc.) oTesting conducted at multiple environmental conditions (e.g. Tropical, Desert, Ambient and Basic Cold) -Applicator Compatibility oCompatibility testing with the M26 Joint Service Transportable Decontamination System - Small Scale (JSTDS-SS) (i.e. data that shows JGPD-HME can be sprayed through the M26 effectively) -Decontaminant Pot Life oKinetic testing against chemical agents at 0 hours and 6 hours -Equipment/Material Impacts or Degradation oMaterial compatibility testing after a 24-hour exposure to JGPD-HME using ASTM methods (e.g. D471, D543, D1003, D2240, D3363, G31-72) on relevant materials (e.g. CARC Type IX; CARC Type II; Ship Topcoat, Low Infrared Paint; Type I Non-Skid; Type XI Non-Skid; Buna-N Rubber; Styrene Butadiene Rubber (Tire Rubber); Ethylene Propylene Diene Monomer (EPDM); Silicone Rubber; AISI 4140, Steel Alloy; AISI 1020, Carbon Steel; Brass, 1/8 - 1/4 C2600; Polycarbonate) -Environmental Safety and Occupational Health (ESOH) oData that identifies environmental, toxicological and safety hazards as well as hazards associated with storage, handling, and disposal procedures -Individual Protection Equipment (IPE) Compatibility oCompatibility testing with relevant IPE items (e.g. Joint Service Lightweight Integrated Suit Technology (JSLIST), JSLIST Block 2 Glove Upgrade Non-Flame Resistant (JB2GUnFR), Toxicological Agent Protective (TAP) Apron, Joint Protective Air Crew Ensemble (JPACE), Alternative Footwear Solution (AFS)) -Detector Compatibility oCompatibility data for false negatives and false positives on M8/M9 detector paper, M256A2 Chemical Agent Detector Kit, Improved Chemical Agent Monitor (ICAM), Joint Chemical Agent Detector (JCAD) and Improved Point Detection System - Lifecycle Replacement (IPDS-LR) -Water Source Compatibility oKinetics testing against chemical agents when product is combined with brackish water, fresh water and seawater -Packaging, Handling, Shipping and Transport (PHS&T) oData on transportation restrictions, packaging specifications and mixing procedures The Government is seeking a commercial decontaminant that has an estimated Technology Readiness Level (TRL) of 8, quote mark actual system tested in an operational environment. quote mark Accordingly, the Offeror shall provide JGPD-HME performance test data on relevant materials (e.g. Chemical Agent Resistant Coating (CARC), Lexan, Silicone, etc.) against live biological warfare agents (e.g. Bacillus anthracis) and chemical surety agents (e.g. Nerve-G, Nerve-V and Blister-H) while being applied in an operationally relevant manner (e.g. M26, field expedient applicators) in various environmental conditions (e.g. tropical, desert and cold conditions). The Offeror shall provide contact and vapor efficacy data to show compliance with chemical efficacy requirements in the JGPD-HME PSPEC. The Offeror shall clearly describe the JGPD-HME candidate's compatibility with the M26 applicator without engineering modification. The Government is seeking a JGPD-HME packaging configuration that can easily be opened in MOPP 4. JGPD-HME packaging shall have easily identifiable labels and if the Offeror's JGPD-HME candidate consists of multiple or optional components, that must be readily apparent (e.g. different color labels, bags, boxes, or other distinguishing features). JGPD-HME packaging shall have a minimal logistics burden and low waste footprint for packaging. The storage packaging configuration of JGPD-HME shall meet requirements of a one man or woman carry per MIL-STD-1472G and chemical, biological and radiological (CBR) contamination survivability requirements. The Government is willing to discuss packaging configuration with potential Offerors from now until the final RFP is released. Comments and feedback on this Draft RFP should be submitted in the form of a Word document, and directed by COB 19 August 2015, via email, to Christine Sordillo - Contract Specialist at Christine.f.sordillo.civ@mail.mil.
