This will be a single award, firm-fixed price, indefinite delivery, indefinite quantity contract, which includes providing all materials, labor, tools, equipment, transportation, necessary to provide base maintenance management, quality control, materials requisition, prep and paint facilities interiors/exteriors, install wall coverings and vinyl base materials, apply brick stain, remove paint and lead free thermoplastic street and parking lot markings, remove and dispose of lead base paint, prep and paint miscellaneous structures (such as fire hydrants, pipes, signs, sign posts, and water tanks) All work shall be accomplished in accordance with contract documents and most recent Federal and state regulations. The North American Industry Classification System (NAICS) code is 238320 and Highway and Highway, Residential and Building Construction will apply to this acquisition for prevailing wage considerations. The size standard for this NAICS code is $15,000,000. The specific description of work will be identified in each individual delivery order. Performance and payment bonds will be required per individual delivery order in accordance with Federal Acquisition Regulation Part 28. Scope includes work at Ellsworth Air Force Base, South Dakota. The project magnitude for the base year is between $2,000 and $800,000 and each option year magnitude is between $2,000 and $800,000. The minimum guarantee over the life of the contract is $2,000 (to include base year and all four option years). Individual delivery orders are estimated to be between $500 and $25,000 and will vary in size and complexity. All work shall be in strict compliance with the specification of the contract and the specifications for each individual delivery order. This is being solicited as a total Small Business set aside. All prospective offerors must have a Commercial and Government entity (CAGE) code and be registered with System for Award Management (SAM) ( www.sam.gov ). The successful offeror will be selected using competitive best value source selection will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15 and AFFARS Informational Guidance 5315.101-1, Performance Price Tradeoff (PPT). It is anticipated the solicitation will be issued electronically on the Federal Business Opportunities (FBO) web page under the solicitation number FA4690-15-R-0002. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. It is anticipated that the following viewers will be needed to view the solicitation and all attachments: Microsoft Word (.doc), Microsoft Excel (.xlsx), Adobe Acrobat Reader (.pdf) and WinZip (.zip or.exe). The Government intends to hold a site visit prior to award and the exact date and time will be identified in the solicitation.
