Description

Addendum to previous notice under VA244-15-N-1143. Award will be made to Cedar Electric, Inc. per FAR clause 6.302-1 (a) (2ii) (B). Cedar Electric was awarded the original competitive contract, VA244-13-C-0303, that was properly synopsized and awarded. The contractor is presently actively mobilized and working at the LVAMC to complete the project. Many of the identified new requirements for data and communications connections need to be performed during this construction period, as it would not be feasible to stop work. Because of the contractor's unique knowledge of the existing systems, which are highly technical and integrated with other components, another supplier would not satisfy the requirements of this work. Furthermore, if another contractor were to perform this work, the LVAMC would experience substantial duplication costs and unacceptable delays. The duplication costs and delays would be incurred because a different contractor would have to become intimately familiar with all system interfaces, work environment requirements, and operational conventions in order to safely and competently perform this work. Award to any other Contractor other than Cedars Electric would void any warranties, certifications, and guarantees of the data and communications work already implemented by Cedar Electric. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Department of Veterans Affairs NCO 4 located in Lebanon, PA, intends to award a sole-source firm fixed contract. Cedar Electric has been doing construction at the Lebanon Medical facility and additional parts listed below have to be purchased to maintain the continuity of that construction. This requirement is for the install of a 24 strand single mode fiber from FITS to building 35, install a 12 strand single mode fiber from building 35 to feed building 37. Install a 5OPR voice cable from FITS to building 37, terminate all fibers voice cables, install patch panels, terminate and test all category 6 data runs in Building 37 (284) and terminate and test all voice cables in Building 37 (167). The items consist of the following: 2,225' -24 Strand single mode armored fiber cable 1,100' - 5OPR Gel-Filled cable 1,050' - 5OPR PVC Cable 800' - 12 Strand single mode Armored fiber cable 800' - 5OPR Gel-Filled Cable 2 - 5OPR splice enclosures - Non filled 2 - 5OPR Building Entrance protectors (Cook) 10- Gas Protectors 72 - ST Single Mode Unicam Fiber Ends 3 - 24/48 Rackmount Fiber enclosures 6 - 12 ST Single Mode Connecting Panels 2 -7' 2-Rail Racks 6 - Management Panels 4 -84" Vertical Panels 6 - Patch Panel Supports 2 - 5OPR Splice Kit Mounting Hardware and supports - Labor to install above equipment Service Contract Wages Are Included
