- This Special Notice is to notify the public that the Mission and Installation Contracting Command-Fort Sam Houston (MICC-FSH) under Department of Defense Activity Address Code (DoDAAC) W9124J, is soliciting in General Services Administration (GSA) eBuy for support services to maintain financial, professional and development services and support in the area of real estate finance and management and development relative to the Military Housing Privatization Initiative Act (MHPI) Residential Communities Initiative (RCI) Family Housing (FH) and Unaccompanied Housing (UH) (single Soldier housing and junior Soldier Barracks Privatization Initiative (BPI)) and Privatization of Army Lodging. eBuy (https://www.ebuy.gsa.gov/advantage/ebuy/start_page.do), is an electronic Request for Quote (RFQ) / Request for Proposal (RFP) system designed to allow government buyers to request information, find sources, and prepare RFQs/RFPs, online, for millions of services and products offered through GSA's Multiple Award Schedule (MAS) and GSA Technology Contracts. Government buyers can use eBuy to obtain quotes or proposals for services, large quantity purchases, big ticket items, and purchases with complex requirements. Financial and Business Solutions (FABS) - Schedule 520 can help federal agencies obtain quality financial services and better results with fewer resources. This Schedule allows for choice, flexibility, ease-of-use, and access to quality firms in the financial arena, ranging from small business to industry leaders. GSA's FABS Schedule 520 provides solutions to financial dilemmas through a wide range of auditing, financial management, financial asset, business information and credit monitoring services. The FABS Schedule accommodates financial services assistance. Additionally, this Multiple Award Schedule provides federal agencies with direct access to commercial experts that can thoroughly address the needs of the federal financial community. The Contracting Officer, utilizing the Tiered Evaluation of Offerors (DFARS 215.203-70), will: Solicit and receive offers from both small and other than small business concerns on GSA's FABS Schedule 520-1; Establish at the solicitation level a tiered or cascading order of precedence for evaluating offerors whereas only those offerors who are small business concerns will be considered in the first tier of evaluations (no Subcontracting Plan required); and if no award can be made to any small business concerns at the first tier, then and only then will the Contracting Officer evaluate other than small business offerors at the next lower tier (Subcontracting Plan required (see 52.219-9 with ALT II). This is an informational notice only and MICC-FSH shall not accept any proposals or questions based upon this notice. Proposals shall be accepted utilizing GSA eBuy only. The eBuy ID, a system generated identification number shall be RFQ1007546.
