- Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Office of the Assistant Secretary for Planning and Evaluation (ASPE), Office of Health Policy (OHP), intends to issue a sole source to: American Hospital Association Health Forum, LLC P.O. Box 92416 Chicago, IL 60675-2416 ASPE, OHP, maintains a Health System Measurement Project (HSMP) website that provides national statistics to the general public on a variety of measures that can be used to evaluate performance of the US healthcare system. HSMP is also used to support other internal research projects that require information on hospital characteristics and provider market structure. HSMP draws survey information from the American Hospital Association's (AHA's) database and requires annual updates. The AHA database is the only national dataset, which is updated on an annual basis that provides the data necessary to update the measure. The database includes up to 1,000 data fields on the characteristics of approximately 6,500 hospitals including organizational structure, facility and service lines, inpatient and outpatient utilization, physician arrangements, staffing, corporate and purchasing affiliations, teaching status, geographic indicators, and cross-reference identifiers (e.g., Medicare Provider Number, National Provider Identifier, and System Membership Identifier). Specific fields required for the HSMP project include Hospital County, ZIP code, service category, profit status, number of admissions, and system membership. ASPE further uses this database to access to market research through reviewing of literature published by qualified organizations and thus gain insights on research topics. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services ASPE is seeking in this proposed acquisition. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
