Description
The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b), with Decagon Devices, Inc. to purchase the following items: 1. Twelve (12) Self-filling, deaerating tensiometer with integral temperature sensor suitable for long-term autonomous operation. Tensiometer must automatically drain for freeze protection and be fully compatible with Campbell Scientific CR1000 data logger using SDI12 communication protocols. Required accuracy ±0.5oC for temperature measurements from -5 oC to 50 oC and ±0.5kPa for water tension from -85 to 100 kPa when installed at 30 o angle. Unit must fit within a 2-inch diameter boring. EPA intends to include an option to purchase an additional six (6) of these tensiometers. 2. Twelve (12) 30-m cable extensions for tensiometers. EPA intends to include an option to purchase an additional six (6) of these cable extensions. 3. Thirty-six (36) pore water samplers with 100 CM shaft and 75 ft tubing. EPA intends to include an option to purchase an additional eighteen (18) pore water samplers. EPA has identified Decagon Devices, Inc. as the only contractor able to meet the requirements of this procurement. The EPA's Office of Research and Development, located at 2890 Woodbridge Ave., Edison, NJ 08837-3679 is undertaking a multi-year investigation of captured stormwater movement under and near green infrastructure stormwater controls. Along with other data collection, the investigation will require continuing measurements in vadose zone using tensiometers to determine soil water tension. The monitoring requires tensiometers that are fully compatible with existing Campbell Scientific CR 1000 data loggers using SDI12 communication protocols. The installed tensiometers must be suitable for long-term autonomous operation including automatic draining for freeze protection based on ambient temperatures. The tensiometers must fit into 2-inch diameter boreholes. This procurement will be accomplished under FAR Part 12 Commercial Procedures. Interested firms may identify their interest and capability to respond to the requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered by the agency MUST submit documentation to the office identified in this notice. Documentation must be submitted within 15 calendar days of the date of publication of this notice. Submit your request in writing to David Plagge at the address shown below or email at Plagge.david@epa.gov. Telephone requests will not be honored. EPA intends to make award by August 20, 2015. Delivery will be 6 ¿ 8 weeks after award.
