Statement of Work dated 7 July 2015 Request for Quote - Generators Maintenance 177 IAS Maintenance and Inspection Log In accordance with FAR 12.603(c)(2): This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-83. The government intends to award a firm fixed price contract based on the following criteria: LOWEST PRICE TECHNICALLY ACCEPTABLE. To be technically acceptable the contractor will need to meet all qualifications listed in the statement of work (SOW). Offeror's qualifications will be verified by reviewing resumes that have been submitted with quotes. Offerors must provide evidence of recent and relevant past performance. To be considered recent, past performance must have occurred within the past 5 years. To be considered relevant, past performance must have been for work in similar scope and magnitude. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the base year. Evaluation of options will not obligate the Government to exercise the options. The associated NAICS code for this acquisition is 811310 with a size standard of $7.5 Million The subject Request for Quote number is: FA4621-15-P-0020 McConnell AFB, KS 67221-3702 plans to acquire the following service: Generators Maintenance Item Description QTY Unit 0001 Base Year Maintenance for Kohler 500REOZVB 500kw Generator Contractor shall provide maintenance IAW Statement of Work dated 7 July 2015. Period of Performance: 12 months to be determined at time of award. Work shall begin no later than 30 days after award. 52 WK 1001 Option Year Maintenance for Kohler 500REOZVB 500kw Generator Contractor shall provide maintenance IAW Statement of Work dated 7 July 2015. Period of Performance: 12 months to be determined at time of award. Work shall begin no later than 30 days after award. 52 WK 2001 Option Year Maintenance for Kohler 500REOZVB 500kw Generator Contractor shall provide maintenance IAW Statement of Work dated 7 July 2015. Period of Performance: 12 months to be determined at time of award. Work shall begin no later than 30 days after award. 52 WK 3001 Option Year Maintenance for Kohler 500REOZVB 500kw Generator Contractor shall provide maintenance IAW Statement of Work dated 7 July 2015. Period of Performance: 12 months to be determined at time of award. Work shall begin no later than 30 days after award. 52 WK 4001 Option Year Maintenance for Kohler 500REOZVB 500kw Generator Contractor shall provide maintenance IAW Statement of Work dated 7 July 2015. Period of Performance: 12 months to be determined at time of award. Work shall begin no later than 30 days after award. 52 WK Statement of Equivalent Rates for Federal Hires (May 2014) In compliance with the Service Contract Labor Standards statute and the regulations of the Secretary of Labor (29 CFR part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332. Award will be made to the responsive offeror determined to be the most advantageous to the government in accordance with the criteria listed in the attached solicitation. Award can only be made to contractors registered in System for Award Management ( http://www.SAM.gov ). In accordance with AFFARS 5352.201-9101, Ombudsman(APR 2014), (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Gregory S. (d) The ombudsman has no authority to render a decision that binds the agency.
