Description

This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. Offers are being requested via this solicitation/synopsis. The basis of award will be Lowest-Price Technically Acceptable (LPTA). The resultant contract from this solicitation will be a Firm-Fixed Price Contract. The solicitation, SPE600-15-Q-0285, is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), Part 13. This document, including incorporated provisions and clauses, is in effect through Federal Acquisition Circular 2005-83, July 2, 2015; DPAS rating for potential award is DO. The clauses and provisions referenced in this solicitation may be reviewed/obtained in full text at http://farsite.hill.af.mil/vffara.htm. SCOPE OF CONTRACT: CLIN 0001 - 27,500 USG of Red-Dyed Ultra-Low Sulfur Diesel (DSS) Delivery Location: Aerospace Data Facility-East Block Telegraph Road, Gate 2 Bldg. 2860 (FSB-Fuel Storage Bldg.) Fort Belvoir, VA 22060 Description: Mode: Tank Wagon - Gravity-Fed Storage Tank (truck pump not required), but some type of meter is required to indicate gallons dispensed. Number of Tanks: 1 Tank Capacity: 1000 Tank Type: Tank Tank Location: BLDG #2855 SHOPS & STORES Delivery Hours: MONDAY - FRIDAY- All deliveries must be completed before 1400 hrs. daily, due to lack of escort personnel after that time. Delivery Mode Notes: For Entrance, the facility Point of Contact (POC) must have the following information 24 hours in advance of delivery date to obtain ADF-E site access for drive and vehicle. (This access requirement is separate from any existing Fort Belvoir base access.): 1: Driver name and social security number 2: Make/Model of Vehicle and License Plate Number 3: Driver must be a US citizen. 4: Driver MUST have the required Fort Belvoir Air Permit Certification Letter (FBAP) in hand at the time of delivery, to comply with the FBAP record keeping requirement issued by the Virginia Department of Environmental Quality (VA DEQ) per Title V Clean Air Act. Delivery will be refused if the certification letter signed by vendor management is not in-hand at time of delivery. Delivery Tickets alone do not comply with the regulation. 5. All 27,500 gallons must be delivered in one delivery. Required delivery date: Friday, July 24, 2015 Additional Requirements: Delivery ContGlobally Harmonized System of Classification and Labeling of Chemicals. As a result of this change, GSA revised Federal Standard No. 313-E requiring Safety Data Sheets for classifying chemicals and communicating the applicable information on labels. In accordance with the revised standard after June 1, 2015: 1. Suppliers will be required to submit, to the contracting officer for review and approval prior to award, safety data sheets consistent with the requirements found at 29 C.F.R. 1910.1200 for hazardous materials delivered to the Government. 2. Suppliers will also be required to submit, to the contracting officer for review and approval prior to award, hazardous warning labels in accordance with 29 C.F.R. 1910.1200 for hazardous materials delivered to the Government. 3. Finally, suppliers must train their employees on the new safety data sheets, hazardous warning labels, and requirements of 29 C.F.R. 1910.1200. Electronic Funds Transfer as a means of payment will be made upon receipt and acceptance of all products through Wide Area Work Flow (WAWF). The following provisions and clauses apply to this acquisition: FAR 52-212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation of Commercial Items; the evaluation criteria stated in paragraph (a) of the provision are as follows: The significant evaluation factors, in the relative order of importance are: 1. Technical specifications, 2. Past performance; and 3) Price. Evaluation factors are approximately equal. The contract award will be offered to the best value offer made to the Government, considering technical, past performance, and price. 52.212-3 Offeror Representations and Certifications Commercial Items; 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive orders - Commercial Items. In paragraph (b) of 52.212-5, the following apply: FAR 52.219-6, 28, 52.222-3, 19, 21, 26, 52.223-18, 52.225-5, and 52.232-34. FAR 52.246-2, DFAR 252.212-7001 in paragraph (b) of 252.212-7001, the following apply: 252.203-7000, 252.225-7021, and 252.232-7003. FAR 52.211-16 with a 10% variance above or below, as well as 52.211-11 shall be applicable.
