Description
This notice provides details of an upcoming project prior to advertisement of the solicitation package. The Natural Resources Conservation Service (NRCS) intends to solicit for award of a Firm Fixed Price (FFP) construction contract to enhance wetland functions and restore wetland hydrology on a Wetland Reserve Easement in Hawkins County, Tennessee. Wetland Reserve Easement hydrology restoration work will be constructed on the Rogersville Realty (Larry Schiffer) easement in Hawkins County, Tennessee. This construction work is intended to restore natural wetland hydrology to the site. This easement is perpetual. Once the site is restored back to a wetland, it will remain in that land use forever providing many benefits to wildlife, flood storage, and water quality. DESCRIPTION: The construction work will involve breakage of subsurface tile drains, and the creation of shallow water areas. Tile Breakage A trench will be excavated along the perimeter of the field along surface drains to break and close subsurface tile drains. The trench will be excavated and refilled and compacted to prevent discharge of existing subsurface tile drains allowing ponding of surface water and raising of the seasonal water table. Shallow Open Water Areas Five (5) shallow water areas will be excavated in the easement to allow seasonal ponding of shallow water. Two (2) structures will be formed by behind ditch plugs and these plugs will have in-line water level control devices to control water level. Two (2) additional shallow water area will be excavated and connected hydraulically to the first by pipe to allow water level control over a larger area. The fifth shallow water area will be constructed immediately adjacent to the central surface drainage and water level will be allowed to rise a fall seasonally with natural storm and flood water events. This will provide habitat to a wide range of wildlife throughout the year. All areas will be sowed to native vegetation. The estimated magnitude of construction is between $25,000 and $100,000. This procurement will be set aside as a 100% small business set aside. Performance time is estimated to be 38 Calendar Days. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CHECK THE FBO WEBSITE FOR CHANGES. The complete solicitation will be posted on www.fbo.gov on or around August 3, 2015.
