- The 22d Contracting Squadron (CONS) of the 22d Air Refueling Wing McConnell AFB Kansas announces the pre-solicitation for the Repair Ramp Lighting, a design-build project, solicitation number FA4621-15-R-0005. This notice is posted in accordance with FAR Part 5.203 and FAR Part 36.213-2. The project requires the Contractor to provide all management, labor, tools, equipment, transportation, materials, and supervision necessary to repair and alter the lighting on the East Ramp of the airfield at McConnell AFB, Kansas. This project requires both the design, then the work to Repair the Mass Aircraft Parking Apron (MAPA) Ramp Lighting on McConnell AFB Airfield. This project repairs the existing Ramp lights controls with a new lighting contactor and lighting controls. The Contractor shall meet all applicable local, state, federal, and other jurisdictional codes in the performance of this contract. The magnitude of construction is between $250,000 and $500,000. The place of performance for this project is located on McConnell AFB which is adjacent to Wichita, KS. The contract for this project will be awarded using procedures in FAR 15 - Contracting by Negotiations (no public bid opening). The Construction period will be 260 days from notice to proceed. Hard copies of the solicitation will not be provided; the entire solicitation, including the specifications and drawings, will be made available only on the Federal Business Opportunities (FedBizOpps) Web Site at http://www.fedbizopps.gov/. Potential offerors are responsible for monitoring this site for amendments to this synopsis and any other pertinent information and for downloading their own copy of the solicitation package and drawings. The solicitation date is approximately 3 August 2015. The solicitation will be a Request for Proposal (RFP) for a firm-fixed price contract. Award will be based on Best Value to the Government using Price-Performance Tradeoff (PPTO) evaluation factors with performance being significantly more important than price. The solicitation will state the exact terms for the award decision. The Government intends to execute a 100% Small Business set-aside based on market research indicating the expectation of two or more offers from small business concerns. The NAICS code for this requirement is 238210 with a size standard of $15.0M. Potential offerors MUST register at http://www.fedbizopps.gov/ in order to receive notification and /or changes to the solicitation. All contractors MUST be registered in the System for Award Management (SAM) database or their proposal will not be considered. Contractors can obtain further information on SAM registration at web site https://www.sam.gov/portal/public/SAM/#1. The Davis Bacon Act (40 U.S.C. 3141 et seq.) applies to this solicitation. Check the http://www/wdol.gov for current wage determination information from the Department of Labor. NOTICE TO OFFERORS; FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS PROJECT. NO AWARD WILL BE MADE UNDER THIS SOLICITATION UNTIL FUNDS ARE AVAILABLE. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION/RFP EITHER BEFORE OR AFTER THE BID OPENING/RFP CLOSING DATE. Per AFFARS 5352.201-9101: An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
