- The National Institutes of Health, Office of the Director, Office of Logistics and Acquisitions Operations, on the behalf of the National Institute of Nursing Research intends to procure on a sole source basis from Foundation for Advanced Education in the Sciences (FAES). A large part of the NINR mission is to develop future nurse scientists. In person training courses led by the best and brightest in the field of Nursing Science is the best way to provide this development for the nurse scientist community. In person training courses also create a network for the participants to rely on during their nurse scientist careers. The Foundation for Advanced Education in the Sciences (FAES) was established in 1959 to provide educational services through its Graduate School for the scientific community at the National Institutes of Health. FAES offers the Bio-Trac program which has provided the lecture and hands-on laboratory training of both the NINR SGI program and the Boot Camp program since its inception. Bio-Trac is an extensive series of post-graduate level "hands on" biotechnology training courses given by the FAES at the NIH in Bethesda, MD. These workshops, which are open to the scientific community, are team taught by active researchers (over 250 participating scientists) in their teaching facility at the NIH. Currently, there are 41 different training courses and 44 workshops offered in different disciplines of molecular biology. Since the program's inception in 1984, over 12,000 scientists have received training in Bio-Trac biotechnology workshops. Upon completion of Bio-TRAC programs, academic credits are earned. FAES provides educational services through its Graduate School for the scientific community. They are the only education institute that can provide Bio Trac which is an extensive series of post graduate level "hands on" biotechnology training courses needed for the NINR scientific community. FAES offers academic credits upon completion of the workshop, as opposed to other logistics/conference management vendors that will not provide academic accreditation. The speakers are Big Data experts from various institutions and universities across the United States. NINR will also obtain a one month intensive research training program at NIH provided by the Summer Genetics Institute (SGI) through FAES. SGI provides participants with a foundation in molecular genetics appropriate for use in research and clinical practice. The participants receive lectures and hands on laboratory training. Once completion of the program participants receive eight hours of graduate level college credit. Responses The proposed acquisition action is for items and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1 (b). A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Information provided will be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
