- July 20, 2015 PRESOLICITATION NOTICE Solicitation No. SGE50015R0106 The Regional Procurement Support Office located at the American Consulate General, Frankfurt, Germany, hereby provides the following Pre-solicitation Notice with respect to the issuance of a Request for Proposal (RFP) for: Elevator Replacement at the U.S. Embassy Cairo, Egypt. The contract work includes, but is not limited to: • Removing, in its entirety, the existing ESCO roped hydraulic elevator, to include removing the cab, guide rails, hoistway door equipment, pit equipment including oil, old plungers and cylinders located on opposite sides of the hoistway on the main rails, overhead equipment, and all machine room equipment. • Delivery and installation of an all- inclusive Machine Room Less (MRL) elevator package including, but not limited to: an Alternating Current (AC) hoist motor, Variable Voltage Variable Frequency AC (VVVFAC) regenerative drive, and Microprocessor based controls. • Provision and installation of Standby Power Provisions to ensure the elevator may be operated on a standby power source of normal voltage characteristics via normal electrical feeders at the same time at full-contract car speed and capacity with time delay of 30 - 45 seconds for the pre-transfer signal when changing back to normal power. • Provision of one-year preventive maintenance service package. A Firm-Fixed Price Construction Contract is anticipated to be awarded in fiscal year 2015 as a result of this solicitation. In accordance with the categories specified in FAR 36.204, "Disclosure of the magnitude of construction projects", the total price for this project is estimated to range between U.S. Dollars 5 and 10 Million. (Note: the prescribed FAR range determinations provide relatively wide ranges only, in order to give potential offerors a very general orientation as to the magnitude of the work. However, the specified range is not meant to give any indication as to the Independent Government Cost Estimate for this project, which could be at the lower or the upper end of the range indicated). Companies considering participation in this procurement action shall request a copy of the RFP by email to gussw@state.gov and FrankfurtRPSO@state.gov, preferably not later than July 30, 2015. These requests (and all further communication regarding this project) shall state the company name and the solicitation number SGE50015R0106 in the subject line of the email. Your request must include the following company data: Name of Company; complete physical and mailing address; valid DUNS Number and proof of SAM registration (or indication that SAM registration will be obtained); name, telephone number, and email address of the Company Point of Contact. Companies participating in this solicitation shall possess all locally required permits, licences, and authorizations to perform this work in Egypt. All correspondence, and all proposals, must be submitted in English. The solicitation package will be made available in the English language only and will not be posted on Fedbizopps. A Pre-proposal Conference and Site Visit is planned to be held in Cairo in mid-August 2015. Details will be provided from the Regional Procurement Support Office Frankfurt to all companies that request a copy of the RFP. This procurement will be competed using full and open competition procedures.
