SOURCES SOUGHT THIS SOURCES SOUGHT NOTICE IS FOR SMALL BUSINESSES ONLY. The Government intends to determine through this Sources Sought Notice if there are two (2) or more small businesses that are responsible and capable of performing the requirement. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. NO TELEPHONE REQUESTS WILL BE ACCEPTED. This is not a Request for Proposal or Quotes(RFP/RFQ). This synopsis is for information and planning purposes and is not to be construed as a commitment by the U.S. Government, nor will the U.S. Government pay for information solicited. NAICS CODE IS: 541720 The Department of Veterans Affairs, Network Contracting Office (NCO) 22 on behalf of the participating facility is currently seeking small businesses that are capable of performing the specific requirement in the draft statement of work. REQUIRED: ONE PAGE capability statement that directly and in sufficient detail correlates the draft statement of work with the respondent's Capabilities and Technical Experience as follows: 1)Respondent has a proven track record of publishing peer-reviewed manuscripts in the field of Improvement Science and Implementation Science. 2)Respondent specifically and in sufficient detail identifies and addresses the qualifications of the staff proposed to perform the specific requirement as described in the draft statement of work. Include Company name, address, contact name, phone number & email, DUNS# and the specific business classification as one of the following: CERTIFIED SERVICE-DISABLED VETERAN OWNED SMALL, CERTIFIED VETERAN OWNED SMALL BUSINESS, SMALL BUSINESS, EMERGING SMALL BUSINESS, SMALL DISADVANTAGED BUSINESS, CERTIFIED UNDER SECTION 8(A) OF THE SMALL BUSINESS ACT, HUBZONE, WOMAN OWNED SMALL BUSINESS. DO NOT INCLUDE PROMOTIONAL MATERIALS. DRAFT STATEMENT OF WORK: Develop detailed written guidance on Implementation Science and Improvement Science (in the form of a "manual" for researchers) accompanied by Implementation Science and Improvement Science research tools and additional resources for VA researchers. Develop (a) a 30-40 page document with accompanying PowerPoint slides and supplementary resources for presentations on these methods, as well as (b) sample research tools (study designs, data collection and analysis instruments). The written report includes key conceptual challenges and issues related to comparing and synthesizing methodological approaches used in Improvement Science and Implementation Science. The written document summarizing these issues and challenges shall identify similarities (including overlap) and differences in the two fields and identify opportunities to bridge and synthesize approaches from the respective fields to improve them (individually and collectively) to accelerate their impacts and success in generating (a) useful insights and guidance for policy and practice. The document shall summarize key published research from the fields of Implementation and Improvement Sciences. The discussion should rely on, and summarize, published research from US-based researchers and research centers and non-US researchers and centers, including those in Canada, Europe and other countries with western-style health systems. The resulting document will be posted on the VA QUERI website as a section of the existing Implementation Guide as a resource for QUERI investigators. This notice is neither a request for competitive proposal or solicitation of offerors. This notice is to assist the VA in determining sources only and a solicitation is not currently available. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement. Responses will only be accepted in writing via email to alejandra.valderrama@va.gov on or before July 27, 2015 10:00am PST. The email subject should clearly say "IMPROVEMENT/IMPLEMENTATION SCIENCES SMALL BUSINESS" DO NOT INCLUDE PROMOTIONAL MATERIALS.NO TELEPHONE REQUESTS WILL BE ACCEPTED.
