July 20, 2015 Update: The USPTO appreciates all of the assistance with market research related to Software Development and Integration (SDI). As stated at the Industry Day held on Friday, July 10, 2015; attached are (1) revised USPTO SDI Industry Day slides, (2) a list of SDI Industry Day attendees and (3) answers to questions received. At this time there is no additional information available regarding SDI market research or any potential RFP. Any input related to market research can be directed to SDIMarketResearch@uspto.gov. End July 20, 2015 update. The U.S. Patent and Trademark Office (USPTO) anticipates an on-going requirement for software development and integration professional information technology (IT) services. Software Development and Integration - Next Generation (SDI-NG) is the USPTO's contract for software development and integration services for Commercial off the Shelf (COTS) products with customized software applications, database applications, and other solutions. The core elements of this contract are: Software Development and Integration, Development Testing, Configuration Management Support, Production Support and Software Maintenance and Transition, and Program Management Support. Integration may include the integration of technical components, organizational components, and documentation. The objective of this Request for Information (RFI) is to conduct IT market research to improve, maintain, and sustain any future USPTO software development and integration requirements. Based on the USPTO's strategic goals, any future requirements would be completed in Agile and DevOps environments. USPTO is its own systems integrator which presents challenges, including the coordination and collaboration of vendors, overseeing the quality and timeliness of deliverables, and incentivizing performance. The USPTO is also seeking to obtain vendor capability to perform software development and integration professional IT services. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited. Interested firms shall respond no later than 11:00 AM, Contract Specialist Local time on Monday, June 15, 2015. All responses shall be submitted via email to Velvette Clayton at SDIMarketResearch@uspto.gov, include RFI number PROC289P1500585, and use 12-pt Times New Roman font. Graphics may use a reduced font size of no less than 10-pt Times New Roman. Response page limitations are included in each Section of the attached document. This is a RFI and the USPTO does not anticipate that any additional industry questions will be answered. Offerors are encouraged to submit their best response in support of the USPTO's market research efforts.
