- RFQ This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6. This Request for Quotation (RFQ) announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. This requirement is being solicited as full and open and the Government contemplates a Firm-Fixed Price Purchase Order will result from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-82 dated June 8, 2015. With the relocation of the FDA laboratories to the FDA Life Sciences Biodefense Complex in Silver Spring MD, it has become necessary to have a daily courier service for the transportation of laboratory samples between the NIH and White Oak campuses. Patient specimens need to be delivered from the NIH Blood Bank to the laboratories on the White Oak campus. Likewise, daily courier service is necessary for CBER's Facility for Biotechnology Resources to accepting users' DNA/RNA samples and deliver synthesized oligonucleotide and peptide products.
