Description
DOL Information Clauses SOW Requirement USDA-ARS-NADC SOLICITATION S811-00521 Statement of Work Requirement National Animal Disease Center 1920 Dayton Avenue, Ames, IA 50010 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation S811-00521 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. The 2012 NAICS code applicable to this acquisition is 115113. To be considered a small business under this NAICS, offerors must not exceed the $7M size standard. Offers from vendors not meeting this criteria will be rejected with no further consideration. The USDA, ARS, National Animal Disease Center (NADC) has a requirement for a contractor to supply the National Animal Disease Center (NADC) in Ames, IA with sufficient corn silage to fill approximately five (5) 9' diameter x 200' long silage storage bags (approximately 800 tons of corn silage). The details and specifications for this harvest requirement are attached to this posting. Any resulting award from this solicitation will be a fixed price contract. Responsible offerors must be to provide the requirements listed below (attached) to provide sufficient corn silage to fill approximately five (5) 9' diameter x 200' long silage storage bags (approximately 800 ton of corn silage) while adhering to the specifications. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award offerors shall provide 1) a Quote on company or formal letterhead detailing the item description, unit price per acre and the total price, 2) company DUNS number for verification of current ACTIVE status in the System for Award Management purposes 3) any documentation necessary for verification that product satisfies the minimum must-have specifications attached. 4) Completed 52.212-3 Offeror Representations and Certifications (see attachment). REJECTION OF QUOTATION: Failure to demonstrate compliance will be cause to reject the quote without further discussions. All responsible sources may submit an offer which will be considered. NOTE: Guidance in this solicitation for actions within CCR and ORCA are now conducted through the Single Award Management system found at www.sam.gov. Vendors MUST have a record showing "Active" to be considered for award. DELIVERY: FOB Destination. PLACE OF PERFORMANCE: USDA-ARS-NADC, 1920 Dayton Avenue, Ames, IA 50010. Any amendment and documents related to this procurement will be available electronically at the Internet site: http://www.fbo.gov. Potential offerors will be responsible for downloading their own copy of those documents related to this procurement, if any. Furnish Quotes to Lara J. Hicok, Purchasing Agent, USDA-ARS-NADC, 1920 Dayton Ave., Building 24, Ames, IA 50010, no later than 9:00am August 3rd, 2015. REQUIREMENTS: NADC has corn plots on-site of approximately 65 acres from which the contractor will chop to supply approximately 800 ton of corn silage. NOTE: Weather or other circumstances may result in less corn available to supply the noted 800 ton of silage. The NADC will furnish the following in conjunction with and throughout the duration of the above operation: • one tractor and self-unloading wagon to convey silage into the silage bagger • two loader tractors for dumping silage from the piles into the self-unloading wagon • fuel for the three NADC tractors and sufficient labor to operate the three tractors. Vendor responsibilities to include: • supply the chopper, trucks, wagons, tractors to pull wagons, silage bagger and tractor to operate the bagger, silage bags, fuel and labor for all the vendor supplied equipment • delivery of silage from the fields to NADC and dump loads in area next to bagging operation assure consistent particle size of 3/8" to 3/4" • monitor/maintain moisture content of silage between 60-70% • document accurate record of loads and tonnage hauled by each vehicle • assure airtight seal on packed silage bags • provide and apply silage inoculant ("PIONEER"BRAND 11A44) at the chopper Harvest must commence within 5 business days of request by USDA procurement officer. Silage harvest to begin approximately late August to early September depending on corn maturity and weather. A minimum of 1 out of every four (4) loads will be weighed at an approved and licensed scale. An average weight will be determined and multiplied by the number of loads. If trucks or wagons, used to haul the silage, vary in size, the "fourth" load of each different vehicle will be weighed. All original weigh tickets and number of loads will be left with the Government Representative, at the conclusion of each day. The vendor will be responsible for documenting accurate count of number of loads and tonnage hauled by each vehicle. The silage chopper to have a minimum of a 3-row head or equivalent cutting capacity and be equipped with a kernel processor in case NADC requests that process. Vendor shall be responsible for supervising all operations under their responsibility. SPECIAL NOTE: BAGS WILL BE FILLED ON A LEVEL ROCK CHIP OR CONCRETE BASE.
