Description
This purchase is to maintain imaging and scan search software, IPRO that was purchased in FY2009. No other company provides license renewal for these software products. IPRO is proprietary software, therefore the product and the software maintenance are only provided by this vendor, IPRO Tech. Because of the unique capabilities/features of this software, the end users (LBI) in concert with their other litigation team members have determined that this product only could fully meet the needs of the Large Case research and analysis imaging initiatives and projects. This software is used by the legal community for massive searches of scanned case documents for particular issues or words. It was the most capable scan search engine of its kind and is faster in completing massive searches of records for litigation purposes. IPRO Software Suite is a comprehensive set of software modules and tools which convert the image created by high-speed scanners and produce an output image into selected file formats. Currently SOI's standalone Paper Image Network (PIN) has 2 dedicated high speed Kodak I-840 Scanners capable of scanning 23,000 pages per day at 300 DPI. This operation scans and produces images of taxpayer data. The tax data images are then passed LMSB for use in large case audits, investigations, and litigation. Significantly all of the conversions are made into searchable PDF format which is utilized by field examiners and is available on COE workstations. We also have functionality to perform file conversions, whereas taxpayers under examination have provided electronic files that are not compatible with COE applications. This product performs the conversion and we are able to provide downstream stakeholders with information critical for examinations and associated litigation support. Primary non-compliance research has focused on Tax Shelters and Offshore/International Tax Havens and associated banking transactions. Comparative testing was conducted against existing software and it was determined the IPRO product is superior and files are easily transportable to criminal investigations and associated litigation efforts. In 2009 after LBI research and discussions with Revenue Agents in San Jose and Chicago who used this software and who also must work with the Department of Justice Office, U. S. Attorney's on litigation, that also use this software; it was determined that IPRO software was the only application that fully met the needs of PIN and could accommodate the tax mission litigation scanning and research requests of the end users, LBI RAS.
