Classification Code: 6640 NAICS Code: 334516 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E140, Rockville, MD 20850, UNITED STATES Description National Cancer Institute (NCI), Center for Cancer Research (CCR), Genetics Branch plans to procure on a sole source basis MESO QUICKPLEX SQ 120 to replace equipment for electrochemiluminescence assay technology from Meso Scale Discovery, 1601 Research Boulevard, Rockville MD 20850. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The delivery shall be 30 days from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The Molecular Targets Core in the Genetics Branch has extensive commitments in clinical biomarker testing and analysis for anti-cancer drug trials and clinical investigations at CCR. Most of the biomarkers-based studies are critical parts of clinical trials and have been written in many current clinical protocols. These biomarker studies include the investigational biomarkers, assays and the detection technology to be used for the testing. The technology of choice is electrochemiluminescence assay technology where Meso Scale Discovery Inc. (MSD) is sole provide for clinical biomarker analysis. The currently used MSD Imager 2,400 is currently broken and needs to be replaced urgently to allow the testing of biomarkers as written in clinical trial protocols and to support the biomarker analysis in other clinical studies. There are over 50 different biomarker tests that are routinely performed exclusively on this proprietary platform. The equipment required is the MSD QuickPlex SQ 120 which has the salient characteristics needed by the Genetics Branch such as that the instrument supports the same assays used with the MSD Imager 2,400. The new instrument uses the same software (WorkBench 4.0) which has been used in the process for testing and data analysis. Items shall be delivered to: NIH, NCI 37 Convent Dr. Bethesda, MD 20892 This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a quote for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 1 PM EDT, on August 4, 2015. All responses and questions must be via email to Francisco Mendoza, Contracting Specialist at francisco.mendoza@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
