- P-8A PSE RFI: 15-RFI-0218 P-8A Peculiar Support Equipment (PSE) This Sources Sought Notice/Request for Information is being posted to satisfy the requirement under the Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to award a contract to Boeing Company, Seattle, Washington, for the procurement of various PSE required to support airframe maintenance, installation, and removal tasks of the P-8A Aircraft. A list of the PSE is included in the attachments. Under the authority 10 USC 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to Boeing Company as this company is considered the only responsible source capable to provide the required equipment. Boeing Company is the designer and developer of the above PSE. Therefore, Boeing Company is the only vendor capable of providing the PSE to meet the Government requirement. THIS IS NOT AN INVITATION FOR COMPETITVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government.
