Clauses Bill of Material Listing SOW Requirement DOL Information USDA SOLICITATION S966-02173 Statement of Work Requirement National Centers for Animal Health (NCAH) 1920 Dayton Avenue, Ames, IA 50010 This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation S966-02173 is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. The 2012 NAICS code applicable to this acquisition is 238310. To be considered a small business under this NAICS, offerors must not exceed the $15.0M size standard. Statement of Work Requirement for: • USDA Building 9 material and labor for installation of insulation blankets and pipe insulation as detailed below. • USDA Building 20 material and labor for installation of insulation blankets and pipe insulation as detailed below. The USDA Building 9 BSL-3AG building and Building 20 Combined Lab Facility located in Ames IA, at 1920 Dayton Avenue require insulation blankets on a number of steam valves, strainers, water heaters, pipe fittings and pumps for 143 locations designated by the attached list containing the dimensions and bill of materials. The insulation blankets shall be from Advanced Thermal System Corp. and made in a manner that is removable and reusable insulation blanket system to make the mechanical components serviceable for routine maintenance and repair. Insulation systems from other manufacturer's products may be considered if they are an approved and verifiable replacement. Existing pipe insulation will need to be modified in some instances to allow installation of the insulation blankets. In addition, Building 9 has 351' of pipe insulation, 47 elbows and 7 valve locations that need to be insulated with standard pipe insulation. The work must be completed by contractors with at least 5 years of experience insulating in commercial buildings. The contractor shall provide the following: - Information verifying at least 5 years of insulating experience in commercial buildings. - All equipment, material and labor required to install the insulation blankets on the bill of materials list in a safe and professional manner. Ladders, scaffold or lifts as required. - Equipment and Labor to unload and transport the insulation materials to the locations where the insulation is to be installed. - Load, haul away and properly dispose of any existing insulation material that has to be removed to install the new insulation blankets. - Provide documentation for the USDA to support the completion of the work and a two year manufacturer's warranty. The work shall be scheduled and completed during normal business hours from 7:00 am to 5:00 pm with the assistance of USDA site Staff for access and proper precautionary measures. USDA shall be notified at least three days in advance prior to commencing work. Award will be based on technical acceptability, evaluation of technical documentation provided and best value to government.
