Description
The U.S. Maritime Administration (MARAD), Norfolk, VA intends to award a firm fixed price contract to a potential offeror to provide all management, tools, supplies, equipment, and labor necessary to perform repairs to the Finger Pier and the replacement of mooring dolphins at the James River Reserve Fleet located at the Joint Base Langley Eustis, Newport News, Virginia. Repairs must begin within 10-calendar days of award and services completed by October 15, 2015. The anchorage at the James River Reserve Fleet (JRRF) is located approximately 20 miles above the mouth of the river. The shore side facility is located on U.S. Army Post Fort Eustis, Virginia and requires access to the Fort in order to reach the JRRF site. There are 21 ships in JRRF anchorage, along with several small harbor craft used to service the JRRF facility. This procurement is a small business set-aside. The NAICS code applicable to this solicitation is 237990. The anticipated issue date for the Request for Quotation (RFQ) is on or about July 27, 2015 with an anticipated offer due date of on or about August 27, 2015. Prospective quoters shall notify the Contracting Officer, Monique Leake, Monique.leake@dot.gov, of their intent to submit a quote. It is the quoter's responsibility to monitor the Federal Business Opportunities (FBO) website for the release of the solicitation and amendments (if any). Potential quoters will be responsible for downloading their own copy of the solicitation and amendments (if any). FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for - Wednesday, August 05, 2015 at 10:00 a.m. (c) Participants will meet at James River Reserve Fleet, Fort Eustis Army Post, End of Harrison Road, Newport News, Virginia. All potential quoters intending to submit a quote should plan to attend site visit. In order to make the site visit as productive as possible, quoters are also requested to submit any questions from the review of the solicitation package or as a result of site visit should be submitted in writing via e-mail to the Contracting Officer Monique.Leake@dot.gov no later than 2:00 p.m. Eastern Standard Time on Tuesday, August 11, 2015 with solicitation number DTMA92Q1500035 in the subject line. Telephone questions will not be accepted. Responses to questions will be issued by amendment to the solicitation package. Failure of a prospective quoter to submit any questions or to attend the site visit will be construed to mean that the quoter fully understands all requirements of the solicitation. Prospective quoters are advised that the site visit will be held solely to allow quoters an opportunity to gain the best possible understanding of the working environment and specific work items to be addressed under contract in order that they may prepare an accurate and complete price quote. All prospective quoters are advised that at the conclusion of the site visit, unless this solicitation is amended in writing, it will remain unchanged and, that if an Amendment is issued, normal procedures relating to the acknowledgment and receipt of any such amendment shall be applicable. All Prospective quoters are to be an "active" registered SAM's (System for Award Management) prior to award. ATTENTION: Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
