Description
This is announcement constitutes a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry and will ONLY be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The Jacksonville District of the U.S. Army Corps of Engineers has been tasked to solicit the interest of prospective offeror(s) for a potential fiscal year (FY) 2016 award of the aforementioned project. The purpose of this synopsis is to gauge interest, capabilities and qualifications of various members of the Small Business Community: Small Business, Small Business Association (SBA) Certified 8(a) Small Business, Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. SCOPE OF WORK: Potential Task Orders to be placed under this Single-Award Task Order Contract (SATOC) include, but are not limited to demolition, construction, renovation and repairs related to roofing projects for multiple facility types within the U.S. Army Corps of Engineers Jacksonville District. Facilities may be commercial, industrial, military, logistical, or any other types where general construction trades and practices are typically used in the construction, renovation, expansion and repairs. Facilities may be located within private lands, within federal, state, municipal, territorial or Indian Lands, or within the contiguous coastal zones to a depth of 12 feet. Project sponsors may be military or other Government agencies, organizations, or entities for whom the U.S. Army Corps of Engineers is assigned as the Construction Agent. The contract is only intended to provide design-build and design-bid-build construction of real property facilities, e.g. maintenance, repair and construction related to roofing systems. Incidental tasks may include non-professional services, preliminary assessments or inspections to identify or quantify specific facility issues concerning roofing repair or maintenance deficiencies. Orders may be issued solely for construction services or solely for design-build services. No task orders will be issued for design services only. CAPACITY: The SATOC will be awarded for a period of one year with 4 one-year optional ordering periods. The total of all task orders issued under the contract will not be more than $25,000,000.00. The minimum award amount of any individual task order will be not less than $10,000 and the maximum award amount of any individual task order will be not more than $4,000,000. Responses to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Offeror name, address, point of contact, phone number and e-mail address 2. Provide brief descriptions of past projects that demonstrate: a. Capability to execute design-build roofing projects with comparable complexity and magnitude to the work described herein to include previous experience in secure and occupied facilities. b. Customer names c. Timeliness of performance d. Dollar value of projects completed within the past 5 years (provide at least 3 examples. 3. Offeror shall identify their Small Business classification(s). Sam.gov and or Dynamic Small Business Search will be used to verify small business classification. _ Small Business _ 8(a) Small Business _ HUB Zone _ SDVOSB _ EDWOSB 4. Specify any current Joint Ventures, if applicable. 5. A letter of current bonding capacity from an acceptable surety/bonding company both expressed in dollar value per contract and aggregate bonding capacity. NOTE: DO NOT SUBMIT A RESPONSE TO THIS SYNOPSIS IF YOU DO NOT INTEND TO BID ON THIS PROJECT. Responses to this Sources Sought Synopsis must be received no later than 3:00 pm, EST on 20 August 2015 and shall be sent to Ms. Deborah Brost via email at Deborah.j.brost@usace.army.mil or sent via mail to the attention of Deborah Brost: 701 San Marco Blvd., Jacksonville, FL 32207. DO NOT SUBMIT PROPRIETARY AND/OR BUSINESS CONFIDENTIAL DATA. NAICS Code 238160 and the Small Business Size Standard is $15 million. *Per FAR 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 25% of the cost of the contract, not including the cost of materials, with its own employees for construction by special trade contractors. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov on or around the 1st Quarter of 2016. Please Note: Prior Government contract work is not required for submitting a response under this sources sought synopsis.
