Description
The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the U.S. Army Armament Research, Development and Engineering Center (ARDEC), intends to issue a sole source Request for Proposal (RFP) to Charles Stark Draper Laboratory (Draper Labs) Inc., 555 Technology Square Cambridge, Massachusetts pursuant to 10 U.S.C. 2304(c)(1), "Only one responsible source and no other supplies or services will satisfy agency requirements" as implemented by FAR 6.302-1(a)(2)(iii)(B) for the Joint Precision Airdrop System (JPADS) Program. The resultant contract shall be awarded as one-year base contract with four (4) one-year Options from date of award. The estimated contract value including Options is $24,811,164.00. The applicable NAICS for this effort is: 541511 "Custom Computer Programming Services". The contractor shall be providing maintenance, testing, configuration management and technical support to address project specific software engineering requirements for the JPADS system. To accomplish this mission support the Armament Software Engineering Center (SEC) team requires contractor support to provide high quality post production services to the JPADS program. The highest Distribution Level for this solicitation/contract is: Distribution Statement D. The "JPADS Security Classification Guide (SCG)" dated 23 October 2013 is a Distribution Statement D document, detailed as follows: 1. Distribution Statement D: Distribution authorized to the Department of Defense and U.S. DoD contractors only to protect technical data that addresses current technology in areas of significant military applications on 23 July 2010. Other requests shall be referred to U.S. Army Aviation and Missile Research, Development, and Engineering (RD&E) Center, ATTN: RDMR-WDS, Redstone Arsenal, AL 35898. The EAPS ID SCG contains information exempt from mandatory disclosure under FOIA. Exemption 2 applies. Export Control Warning: All technical documents that are determined to contain export-controlled technical data shall be marked "WARNING - This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et. seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., App. 2401 et. seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25." When it is technically infeasible to use the entire statement, an abbreviated marking may be used, and a copy of the full statement added to the "Notice To Accompany Release of Export-Controlled Data" required by DoD Directive 5230.25. Destruction Notice: Destroy by any method that will prevent disclosure of contents or reconstruction of the document. THIS SYNOPSIS DOES NOT CONSTITUTE A REQUEST FOR PROPOSAL (RFP). Further, this synopsis is not a guarantee of a future RFP and should not be construed as a commitment of any kind by the U.S. Government. Responses to this synopsis are not considered proposals and cannot be accepted by the Government to form a binding contract. The Government anticipates an RFP to be posted to the Army Single Face to Industry website https://acquisition.army.mil/asfi/default.cfm and FedBizOpps https://www.fbo.gov/ on or about 04 August 2015.
