Description

The Contractor shall furnish all labor, materials, equipment and travel necessary to re-profile the wheel axles for four (4) US Navy 101 ton road switcher locomotives; two (2) EMD model SW1200 and two (2) NRE model 3GS-18BR, for a total of 16 wheel axles (4 per locomotive) that will be worked. All work is to be performed using the contractor ™s mobile machine profiling equipment at the Government ™s railroad locomotive maintenance facility, Building C-50. The resultant purchase order will be a firm-fixed price lump-sum type order. The Department of the Navy intends to issue an RFQ for this work. The NAICS Code for this acquisition is 488210 (Support Activities for Rail Transportation). The size standard is $7,500,000, and will be issued as Unrestricted with a price evaluation preference for HUBZone small business concerns. All repairs are to be completed within 60 calendar days after award. This is a new procurement. No prior contract information exists. In accordance with FAR 5.102(d), all solicitation documents will be limited to electronic medium using Adobe Acrobat (pdf) format. Solicitation packages will be made available after 4 August 2015 on the Navy Electronic Commerce On-Line (NECO) web site: https://www.neco.navy.mil/. No telephone requests will be accepted. Downloading from the Internet is free of charge; however some specifications may take a considerable amount of time to download. All prospective vendors are encouraged to register for the solicitation prior to downloading it from the NECO website. Notification of any changes to this solicitation (amendments) shall be made from the NECO Website. Only registered vendors can be notified by e-mail when amendments to the solicitation are issued. All contractors are required to register in the System for Award Management (SAM) database. Failure to register in the SAM makes an offeror ineligible for award. Information regarding this registration may be obtained by accessing the website at https://www.sam.gov/. Exact Request for Quotations (RFQ) issuance and closing dates will be set forth when the solicitation is released.
