Description
This is a pre-solicitation notice for Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) at Misawa Air Base, Japan, with 1-year basic period plus eight 1-year options under Request for Proposal (RFP) No. FA5205-15-R-0006. The MACC is a contract for execution of a broad range of general construction including design-build capability. Contractors will be expected to accomplish multiple disciplines of construction, such as but not limited to architectural, structural, civil, mechanical, fire protection, electrical, demolition and others for Facilities Sustainment, Restoration & Modernization (FSRM) in Misawa Air Base, Japan and its associated sites. Description of the work will be identified in each individual task order. The program value is Not-to-Exceed ¥27,027,000,000 for entire life of the contract. The Government may award multiple contracts to four (4) or five (5) contractors; however, the Government reserves the right to award less than four (4) or more than five (5) contracts. The multiple contract awards will be made to offerors who provide the Government with the best value, using competitive Limited Tradeoff (LTO) process in accordance with Federal Acquisition Regulation (FAR) Part 15 and Air Force FAR Supplement (AFFARS) Mandatory Procedure (MP) 5315.3, with evaluation factors to be included in the RFP consisting of: Technical Acceptability, Past Performance, and Price for Model Project. All the successful awardees are guaranteed a minimum of ¥240,240 (converted from $2,000.00 by use of FY15 FCFD Rate of ¥120.12 to $1.00) for the MACC. The Government will compete future individual requirements among the awardees. The solicitation is expected to be issued on or after 4 Aug 15. The closing date and time for submission of offers as well as the date and time for pre-proposal conference will be contained in the solicitation package which will be made available only on Electronic Posting System (EPS) single Government point of entry (GPE) Web Site at http://www.fedbizopps.gov at that time. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at http://www.fedbizopps.gov in order to receive notification and/or changes to the solicitation. In order to be eligible for award, registration in the System for Award Management (SAM) database is required at http://www.sam.gov/ ; however, the following must be satisfied due to award and performance to be made in Japan. [NOTE TO FIRMS LOCATED IN OTHER THAN JAPAN]: The offeror is required to represent that it is duly authorized to operate and to do business in the country of Japan in which the contract is to be performed, IAW DFARS 252.225-7042, "Authorization to Perform". Also, the resulting contractors shall, without additional expense to the Government, be responsible for obtaining any necessary licenses and permits, and for complying with any host government (the Japanese government) and political subdivision laws, codes, and regulations applicable to the performance of the work IAW FAR 52.236-7, "Permits and Responsibilities", as supplemented by AFFARS 5336.507. This notice does not obligate the Government to award a contract or multiple contracts nor does it obligate the Government to pay for any bid/proposal preparation costs.
